Is the Raft eligible? I remember the Kindle version coming out last year.

Some notes on eligibility:
Transcendental by James Gunn is not eligible (2013) in 2016; its sequel, Transgalactic, was published in 2016 and is eligible.
Previously self-published and independently published books are only eligible in the year they were originally published, as far as the Hugos are concerned. They do not become eligible again if they are picked up later by a major publisher.
Sleeping Giants was self-published in 2014, making it ineligible this year.
If significant changes are made to the text upon re-publication, it can become eligible for its new publication year. This was true for Dune, which was published as two short novels called Dune World and The Prophet of Dune. The novel we now know of as Dune was a combined and expanded version of the two books. Both Dune World and Dune were nominated for the Best Novel Hugo in separate years.
I don't believe this is the case with Sleeping Giants.
Spiderlight and The Race were previously published in England, but according to a recent rule change, a book can be eligible twice if it is published in the UK and the US in different years, provided it was not shortlisted in its earlier year of eligibility. I believe both books are eligible for this reason.

I believe it IS eligible for the 2017 Hugo list. It appears it was first published in South Africa in 2015. The rules state that a book published in English outside the U.S. is eligible two years previous (2015, in this case).

I'm not sure you can, but I think the update you amended your header with will do the trick. Perhaps you can add another update at some point that lists the ineligible works as they are discovered.

The Invisible Library was published in the UK in 2015 and in US in 2016 so it is still eligible this year, if I am understanding the rules correctly.

But it looks like the Hanging Tree's publication date has been pushed to 2017.

Your understanding of the rules is correct. I see that The Invisible Library was not published in paperback in the US until June of 2016. Strangely, it appears as though the audiobook has been available in the U.S. since April 2015, which is probably where the confusion came from. I believe (but am not 100% sure) Hugo eligibility is hinges on its print publication date. I know of at least one instance (The Lady Astronaut of Mars) in which a work was disqualified for being available in audio format only, then was deemed eligible the following year when it was made available in print.

I love Bitch Planet, but unfortunately volume 2 has been delayed until 2017 so it will not be eligible, even though part of it was published in single issues in 2016 :-(

"Binti" by Nnedi Okorafor and "Luna: New Moon" by Ian McDonald were both released 2015 in the US and should be deleted from the list. The former even won the Hugo already.

Edit: Figured out how to delete those two and removed them myself (after checking the release date of Luna New Moon again to be sure).
