Does the "___complete series (more than 3 books in total)" mean only completely published series (the Lord Peter Wimsey series)?
Or does reading all the books currently published in an ongoing series (like the Kate Daniels series, which currently has 8 or so volumes, plus short stories & novellas) qualify as a complete series?

Good question.
It can be both. Either series that are already finished, no more books on the way, or like the Kate Daniels with books to come. Don't need to count the short novels for this, but it needs to be till the last published book.
