As someone that is completely up to date with the show but has only read the first two books so far (I am going to read the rest, I just haven't got to it yet), I don't think the TV series represents her as a good leader either. I think some viewers think she has cool moments (which, in fairness, she does) and seems to have a fair amount of morals (although she can be a hypocritical about those at times) and therefore give themselves the delusion that she's actually good at leading, but I think it's fairly obvious to most people how bad she is at it. She has no experience, she doesn't think before she acts most of the time, she's very hot-tempered, she keeps making mistakes because she's too self-righteous to think she's anything less than right all the time, she's not good at thinking logically because she lets her emotions get the better of her. She could become a good leader later on, especially with Tyrion's guidance and advice (although he should really be a leader), if she learns from her mistakes and as she gains experience but I don't know if she will. She doesn't seem to have so far. She certainly wouldn't get my vote! Now if Tyrion was running, he would definitely get my vote.
