That failing Empress Elizabeth III of Manticore and her Prime Minister William Alexander, Baron Grantville (Honor Harrington Series) would do a wonderful job!
They're doing a fantastic job with an empire. It stands to reason that they'd excel at running the US.

Lazarus would hate to be the chief executive. He'd do as little as possible. Which might not be a bad thing.

Not a book, but another choice would be Princess Leia. If she were a real person, I would absolutely vote for her. For a running mate, I'd want Obi-Wan Kenobi, but he hates politics so maybe Yoda or R2-D2.

You would not like the Atticus Finch of Go Set a Watchman. I read it and later wished I had not done that. Just stick with To Kill a Mockingbird.
