"Legends" FTW, there's nothing Disney could improve on that universe!
And the heads of state in Asimov's Foundation series or Kim Stanley Robinson's Red/Blue/Green Mars are also pretty awesome in general.
That failing Empress Elizabeth III of Manticore and her Prime Minister William Alexander, Baron Grantville (Honor Harrington Series) would do a wonderful job!
