Thanks to the list maker, Jason, for your work on this! I was looking for this exact list and was hoping someone actually made one. There are a few missing titles, which you mentioned was the case, so I went ahead and mentioned them below just for informational purposes. Just trying to make my own list complete, not nitpicking on purpose. :) [I chose not to add these to the list itself, as I feel that's imposing upon the original list maker.]

For those interested in knowing which five books from SK's list are missing here (as of 1/19/15), looking at the book itself and the list above, there are five titles missing and one that's that's not part of SK's On Writing list. The five missing are by Constantine, Kahn, Karr, Ketchum and King (Tabitha). Tabitha King's The Sky in the Water is listed in the book as being unpublished.

The book that's listed here that I do not see on SK's list is Liliana by Neva Squires-Rodriguez. You can refer to Josephine's list in the comment above for the missing titles and their links.

If any information I've given here is incorrect, please correct me. I have compared the physical copy of the 2000 edition of On Writing to the Listopia list given here and found those to be their differences. I hope it's been helpful.

So, Stephen King who wrote the book on which the fabulous movie, "Carrie," was based thinks I should read all those books if I want to be a writer. Aside from the fact that it would take the remainder of my life to do so, it ain't going to happen. Furthermore, many of those books were written after he was already well-established as a writer even after he wrote his book instructing the rest of us peons that we have to read all those books first. His book, "On Writing" is highly recommended reading for novelists these days, but if young Stephen King had had a choice between writing "Carrie" and reading even just his own tome, which choice would he have made.

Honestly, I'd love to read all those books, and I've already read many of them as well as other works by the same authors in some cases, but I barely have time to write. It's great advice, but I'm afraid I'll have to take it under consideration. I'm motivated to right, NOW. I think that's what I'll do.
