Deal on $1.5 trillion spending bill reached

Congressional leaders reached a bipartisan deal early Wednesday on a $1.5 trillion spending bill needed to avert a government shutdown.
The legislation includes $13.6 billion in aid to Ukraine and European allies, and $15.6 billion in funding for COVID-19 vaccines, testing, and treatments in the United States and abroad, the Associated Press reports.

TX Rules To Stop ‘Defund The Police’

On Monday, Republican Gov. Greg Abbott introduced new rules that would stop big Texas cities from defunding police.
It’s taken quite some time to get the new administrative rules in place, as the law that paved the way for them was signed last July. 
These new rules went into effect immediately.

Gov. Abbott: ‘Texas remains a law-and-order state and we continue to make it abundantly clear that we support our law enforcement officers who put their lives on the line’
The governor’s in a statement on Monday laid out the penalties cities will face if they defund their police: 
The city will be subject to tax rate limitations, 
The city will lose access to certain tax revenues
The city will be subject to other budgetary requirements and limitations.
However, the rules state that this applies only to cities with a population greater than 250,000 residents – accounting only for Texas’ 12 largest cities.

Russia’s Nightmare: Germany’s Military Is Back

Last week, German Chancellor Olag Scholz made a shocking announcement, declaring that Germany would massively increase its defense spending in response to the Russian invasion of Ukraine.
If Berlin carries this plan out, German rearmament may be the most significant geopolitical consequence of Russia’s unprovoked aggression.
A Brief History of German Rearmament
Upon its establishment, the Federal Republic of Germany was prohibited from fielding armed forces. It soon became evident, however, that NATO would require German troops in order to defend the central front from Warsaw Pact forces.
Re-arming Germany was deeply controversial even in Western Europe (especially France), but in 1955 the Bundeswehr was brought into existence. The Bundeswehr reached nearly half a million men and had that reputation of fielding the best ground forces in Europe. By the 1980s it formed a critical part of the NATO plan to meet and defeat a Warsaw Pact attack in Central Europe, rather than retreat to the English Channel or rely on strategic nuclear weapons.

Australia to Build New Sub Base

The Royal Australian Navy will establish a new submarine base on its east coast to host its planned nuclear-powered submarines and to complement the existing Fleet Base West, Garden Island submarine base, Australian officials said on Monday. The government is considering three possible locations for the new base – Brisbane, Newcastle and Port Kembla – down from 19 initial candidates
Australian Prime Minister Scott Morrison made the announcement in a virtual address to the Lowy Institute, followed by a joint media release with Defence Minister Peter Dutton. Morrison stated in the address that the decision was made to support basing and disposition of the future nuclear-powered submarines, but at the same time stressed that the new base would not replace any existing Fleet Base West facilities, “This is about additional national capacity, not relocating any existing or planned future capacity for Fleet Base West. Fleet Base West will remain home to our current and future submarines, given its strategic importance on the Indian Ocean” said Morrison.
Morrison said the decision to establish an east coast submarine base has been many years in the making as part of Australia’s transition from the Collins-class submarine, and that establishing a second submarine base on the east coast will enhance Australia’s strategic deterrent capability; bring advantages in operational, training, personnel and industrial terms; and enable regular visits from of U.S. and U.K. nuclear-powered submarines.
The Fleet Base West will also receive significant funding to support Australia’s nuclear-powered submarines and enable regular visits from U.S. and U.K. nuclear-powered submarines, according to the media release. It also stated that the Australian Department of Defence estimates that more than AUD $10 billion will be needed for facility and infrastructure requirements to prepare for the future nuclear-powered submarines, including the new east coast submarine base. It also stated that Defence will engage with state and local governments to determine the optimal site, which will be informed by the ongoing work of the Nuclear Powered Submarine Taskforce. This initial work is expected to be completed by the end of 2023.

In an interview with ABC Radio on Monday, Dutton said that Australia expects a future influx of ship maintenance and support works throughout Australia, not only from Australian ships, but also partner nation ships coming into Australia.

Putin Troops Turn on Each other

A captured Russian soldier has described how he was shot at and his comrade killed after fellow troops opened fire on them when they tried to protect Ukrainian civilians.

In a video, the POW described how he and a lieutenant tried to save a woman in her 20s, and her mother, after Russian soldiers were given orders to fire on civilians on February 24 in Kharkiv.

In the clip, the captured soldier claimed he was shot in the foot, and the lieutenant killed, when other troops realized the pair weren’t shooting at civilians.

It comes as a separate video showed a POW describing how ‘many’ Russian troops are fleeing the war — despite warnings from above that they face seven years in jail for desertion.

Biden’s DOJ Goes After Navy SEALs With Emergency Supreme Court Case

On Monday, the Biden administration appealed a lower court decision barring the U.S. Navy from enforcing a COVID-19 vaccine mandate against Navy SEALS to the U.S. Supreme Court.

Late last month, the 5th U.S. Circuit Court of Appeals upheld a federal district court ruling placing a preliminary injunction on the Navy from preventing those service members who had obtained a religious exemption from the mandate from deploying overseas.

In January, Texas-based federal district court Judge Reed O’Connor wrote in his opinion in favor of 35 Navy SEALs and other special warfare personnel’s religious exemptions, “The Navy servicemembers in this case seek to vindicate the very freedoms they have sacrificed so much to protect.”

“The COVID-19 pandemic provides the government no license to abrogate those freedoms. There is no COVID-19 exception to the First Amendment. There is no military exclusion from our Constitution,” he added.

In a Monday emergency filing to the Supreme Court, Biden Solicitor General Elizabeth Prelogar wrote, “This application seeks relief from a preliminary injunction that usurps the Navy’s authority to decide which servicemembers should be deployed to execute some of the military’s most sensitive and dangerous missions.”

“The Navy has an extraordinarily compelling interest in ensuring that the servicemembers who perform those missions are as physically and medically prepared as possible. That includes vaccinating them against COVID-19, which is the least restrictive means of achieving that interest,” she argued.

Russia accuses Ukraine of plotting to blow up nuclear reactor in false flag operation

Russia has levied jarring accusations at Ukraine, accusing its neighbor of seeking to blow up a nuclear reactor and trying to pin the blame on Russia, according to Russian state media TASS.
Military officials in Russia claim foreign journalists arrived in Kharkiv on Sunday to “register the consequences of the provocation” and that Ukraine planned to accuse Russia falsely of launching projectiles at the reactor, TASS reported.

KREMLIN PROVIDES LIST OF DEMANDS TO UKRAINE FOR ENDING WAR
“The Security Forces of Ukraine along with the militants of the Azov battalion are plotting a provocation with possible radioactive contamination of the area near the city of Kharkov. Nationalists mined a reactor at an experimental nuclear system located at the [National Research Center of] Kharkov Institute of Physics and Technology. The Ukrainian military and the Azov battalion militants are planning to blow up the reactor and accuse the Russian Armed Forces of allegedly launching a missile strike on an experimental nuclear system,” Russia’s Defense Ministry said in a statement to TASS.
Russia also recently accused Ukraine of attempting to develop a “plutonium-based dirty bomb nuclear weapon” at Chernobyl, Reuters reported. Chernobyl was subject to one of the worst known nuclear disasters in history during its 1986 meltdown.
