What counts as new? I see Tolkien on this list. I personally think that if an author had a decently selling book or well known short story before say, mid-90s, that s/he should not be on this list

This is one of the most interesting lists on science fiction. To write speculative fiction is harder than writing other genres. I added a new book about a living universe discreetly interfering when human civilizations are in danger: Io Deceneus Journal of a Time Traveler
Ummm ... new?? Many of these have been around for decades... Not just Tolkien... First edition of Game of Thrones is over 2 decades too.
Great idea for a list, but stacks have to go if you want to keep the word "new"

Definitely agree with the assessment of "new". I came here hoping to find a lens into the more recent releases -- the authors that are being published now. This looks like it could be a really interesting list, if tweaked to remove the classics.
So how about we say that it's not clear what new is - but any book published before 2000 is not new and should be removed. And we update the list description. And we start removing books.
That's as good a definition as any -- gives us a solid baseline to start with, that can be tweaked as necessary. I approve! (I'd help remove books, but I have no idea how that's done).
Okay. So I added to the definition of this list. And we hope people remove their books. And any librarians in sight will remove the most egregious of books first. Starting with A Christmas Carol and The Adventures of Huckleberry Finn
A Game of Thrones is from 1996 and should be removed. The Reality Disfunction is from 1997 and should be removed. Assassin's Apprentice is from 1996 and should be removed. Use of Weapons is from 1990 and should be removed.
Here's some more that need to be culled: His Dark Materials (first published 1999). Snow Crash (1992). Harry Potter and the Sorceror's Stone (1997). The Assassin's Apprentice (1995). Cryptonomicon (1999).
Deleted Little Women, A Game of Thrones, Snow Crash, Cryptonomicon, The Assassin's Apprentice, The Reality Disfunction and Use of Weapons.
The Naked God 1 from 1999, Harry Potter and the Sorceror's Stone from 1997, The Reality Dysfunction 1: Emergence from 1997, Consider Phlebas from 1987 all should be removed.
This is actually a pretty good list - so good I wonder if it is worth splitting - say New Speculative Fiction Stars from 2000-2009 and New Speculative Fiction Stars from 2010-2019.

Excession from 1996 and Anna Karenina from 1873 and One for the Money from 1994 and A Clash of Kings from 1998, should be removed.
The Neutronium Alchemist I from 1997 and the Neutronium Alchemist II from 1997 and Reality Disfunction 2 from 1996 and Against a Dark Background from 1993 and Feersum Endjinn from 1995 and Player of Games from 1988 and the Complete Sherlock Holmes from 1927 and the Mysterious Affair at Styles from 1920 and A Little Princess from 1905 and the Gift of the Magic from 1905 and We Have Always Lived in the Castle from 1962.

Twilight is definitely fantasy. And in 2005, it was Stephenie Meyer's first book.
At this point I'd rename this list for authors who were new in Jan 1st 2000 thru dec 31st, 2009 and create a new list for new speculative fiction authors of the 2010s.
