High-volume restaurants: Hilltop Steak House
[image error]Until I moved to Boston in the 1980s and took a whale watch tour I hadn’t heard the boastful term “biggest grossing” thrown around. In pointing out the highlights of the Boston Harbor, the tour operator singled out several booming enterprises including Anthony’s restaurant. Had we been on a tour of Route 1 north of Boston, I’m sure he would have shouted the praises of the Hilltop Steak House, another mega-volume eatery, where a team of in-house butchers carved up millions of steaks a year, the parking lot held 1,000 cars, and customers waited in long lines outside the door.
I never went there. I was not one of the 2,350,000 or so customers who patronized the Hilltop in 1985, for example, one of a number of years when it ranked as the #1 independent restaurant in the USA from a high-grossing perspective, with over $24 million in annual sales.
[image error]Established in 1961 with seating for 125, the Western-themed restaurant continued to grow in subsequent years, with more dining rooms brightened with the standard steakhouse blood red color scheme, seating 1,100 by 1970, with an enlarged parking lot, and a huge 68-foot high lighted cactus sign out front.
Dining rooms were adorned with totem poles, reproductions of Remington and Russell paintings, and life-size Indian figures. The rooms had names meant to conjure up the Wild West such as Sioux City and Kansas City. No doubt the names rang true to diners from New Hampshire and Massachusetts but would have amused residents of those Iowa and Missouri cities which are conspicuously lacking in Western symbology.
Guests appreciated big steaks, low prices, and free parking. Prices were premised on sales volume, rapid table turns, cash-only payment, no reservations, and limited menu choices. Steaks could vary in grade, customers could not send back too-well-done steaks, orders could not be split, and there were no tablecloths. There was only one salad dressing and appetizers and desserts were uninspired – Jello was one of the three desserts on a 1981 menu. “I have nothing against lobster thermidor,” owner Frank Giuffrida told a reporter in 1984, “but don’t come to the Hilltop Steak House and expect to find it.”
The restaurant was prominently visible on Route 1’s tacky, wacky restaurant row where other high-grossing restaurants were also located, making the roadway a New England phenomenon in its own right. The Hilltop’s location was conveniently near the Mystic Bridge, the Callahan and Sumner Tunnels, Logan Airport, the Southeast Expressway, and Routes. 128, 28, 3, and 93. Busses were welcome!
The Hilltop’s founder, Frank Giuffrida, owned the restaurant until 1988, retiring as a rich man despite never having attended high school. In 1940, when Frank was 23, he was a butcher in the family meat market. His parents were born in Italy and had once toiled in a Lawrence MA woolen mill. In the 1950s he owned a tavern-style eatery called the Hilltop Lounge not far from where the steakhouse would be located.
Frank sold the Hilltop corporation in 1988 though he held onto the building and the large plot of land it occupied. The sale came with an agreement that the Giuffrida family would eat at the restaurant for free for the rest of their lives and that they would never have to wait in line for a table.
[image error]By the late 1990s restaurant competition on Route 1 had grown fierce. Weylu’s, another Route 1 top-grosser serving as many as 5,000 meals a day at its peak, went into bankruptcy in 1999 and closed. The Hilltop shrank its seating capacity to a mere 850 guests, but carried on until 2013. Both Weylu’s and the Hilltop have been demolished.

Famous in its day: the Public Natatorium
Sometimes a brilliant idea hits you, but then you wake up the next day and see why it won’t work. But other times you don’t see why it won’t work until much, much later – after you’ve lost a lot of money.
[image error]That’s what seems to have happened with John and Margaret Garlic’s plan to turn a 19th-century public bathhouse in Milwaukee into a restaurant with dolphin shows. The future looked bright when they bought the building from the city for a mere $4,000, but then things became more complicated.
They hoped to open the restaurant one year after their January 1978 purchase, but the actual opening date was delayed by a year by city regulations, trade unions, and late equipment deliveries. Gutting the building and reconstructing the interior purportedly cost upwards of $800,000. And then there were unexpectedly high costs of leasing dolphins and providing for their care and feeding, as well as for federal inspections and trainers’ salaries.
It was not the Garlic’s first foray into the food and restaurant business. Around 1976 they had opened J. J. Garlic’s, a casual restaurant that soon gained popularity in Milwaukee for its cheese fondue, soups, burgers, and jumbo shrimp. Around 1973 the Garlics had pioneered the industrial production of the now-ubiquitous gyro cone, beef and lamb scraps blended and pressed into a Spam-like substance supplied to concessionaires, roadside carts, and restaurant operators.
But then in 1978 J. J. Garlic’s received a devastating review by none other than the celebrated writer Herbert Kubly who wrote restaurant reviews for The Milwaukee Journal from 1970 to 1984. According to G&G Enterprises, Ltd., the official owner of Garlic’s, the review caused a 25% drop in business, amounting to a loss of half a million dollars.
As it happened, the menu at the Public Natatorium – as the new 1979 restaurant was named — borrowed heavily from J. J. Garlic’s. This was especially the case on the Natatorium’s “gourmet” second level where prices ran considerably higher than on the lower level.
[image error]While the lower-level menu had sandwiches in the $4 to $5 range, the upper level was meant to provide an elegant dining experience, with chilled golden salad forks, marble-topped tables, and a parchment-like menu. Yet even the lower level was deemed too expensive by some Milwaukeeans. A review that appeared shortly after the opening pointed to skimpy servings such as the Peel & Dip Shrimp at $7.50 which a reviewer described as “five small shrimp . . . with cocktail sauce, a slice of lemon and a lot of ice.” The writer also grumbled about a $1 entrance fee assessed on all customers.
Nonetheless, the Public Natatorium became a must for tourists attracted by the dolphin shows and as far as I can tell did reasonably well overall. At some point after its opening, G&G Enterprises opened a third place with the characteristically jocular 1970s name Fried Eggs & Tootsies, aka F.E.A.T.S. Located near the Milwaukee campus of the state university, F.E.A.T.S. was mostly a drinking spot with bands.
Still, the fine dining concept at the Public Natatorium showed signs of consumer resistance. A 1980 review in a Racine WI paper titled “Taking a bath at the Natatorium” was extremely negative. It described in great detail how, despite high prices, the wine glasses were dirty as were some raw appetizer mushrooms, while several main dishes were submerged in thick, tasteless sauces. The reviewer also cited a shrimp dish that “reeked of the freezer.” He found a small loaf of warm bread the best food served to his table. A 1982 Los Angeles Times story about places to visit in Milwaukee advised visitors to take the children there for the dolphin show but “certainly don’t go for the food, which is mediocre.”
It’s likely that the Natatorium was not doing too well by 1983, the year in which G&G Enterprises filed a $1.1 million lawsuit against The Milwaukee Journal for the 1978 Kubly review of J. J. Garlic’s and to forestall a forthcoming review of the Natatorium by Kubly which they believed would be negative. The suit, which went nowhere, claimed that the paper, an editor, and Kubly were “engaged in a conspiracy to put plaintiff out of business with yet another defamatory article.”
Kubly’s review came out anyway and was indeed negative, detailing slow service, cold food, and a high degree of inept pretentiousness. He included inauspicious quotations from the menu such as “Wild Boar Chasseur, cousin of the domestic sow” and “Hippopotamus Bordelaise, chewier than beef.” What was appealing about Lion le Blanc, Buffalo Navajo, or Veal Chop Andrea Doria (“once served on the famous ship that had the unfortunate collision”)? Kubly must have recognized some of the same dishes he had been served at J. J. Garlic’s, namely the cold fondue (“incorrigible, starch-laden, over salted”), cold consomme (“contained tough bits of meat, a few peas and carrot lumps”), and baked potatoes (“cold and had an unappetizing scorched taste”). A lengthy two and a half hours after arriving, he and his companions made their way out of the then-empty restaurant as the staff brought out a cake – which they took home in its Pepperidge Farm box supplied by the waitress.
The following year John Garlic announced he would sell J. J. Garlic’s and F.E.A.T.S. and move to Florida, while The Public Natatorium would remain open under a manager. But that didn’t last long. By January 1985 the remaining dolphin, Soda, was in peril due to a heating breakdown. A bankruptcy judge ordered that he and two sea lions be sold immediately as part of the restaurant’s liquidation proceedings.

Turkey on the menu
[image error]In previous years I’ve written about restaurants serving Thanksgiving dinners and about the special meaning of Thanksgiving to Chinese restaurant workers. Obviously Thanksgiving is about much more than turkey, but I found myself wondering how turkey has figured on restaurant menus the rest of the year. My first thought was that it is rarely seen in restaurants but I discovered that isn’t entirely true.
Turkey by the slice was seasonally available in taverns of the colonial and early-American eras. In 1800 NYC eating places put up pots of preserved turkey wings for sea voyages. Roast turkey was among the delectable dishes at Julien’s in Boston about this time.
[image error]Whole roast turkeys were part of the English tradition which prized big chunks of meat and fowl ready to carve up. Before the Civil War they were a staple of American plan hotels where copious meals were included with the room charge.
Although turkeys fell in the culinary category that one critic would later call “great vulgar joints,” they could be gussied up if boned and covered in aspic. Boned turkeys occasionally appeared on the menu of fine hotel dining rooms, such as Boston’s Tremont House. In 1843 the hotel menu offered “L’Aspic de dindon sur un socle, garni d’atelettes,” i.e., a pedestal on which rested a turkey in aspic decorated with little ornamental spears stuck into it.
The boning operation, performed from the uncooked turkey’s neck, wing tips, and drumsticks by loosening the flesh from the bones with a long knife, required great skill. According to directions published in 1860, after all the loosening was done, the person was to “take the turkey by the neck, give it a pull and the whole skeleton will come out entire … as easily as you draw your hand out of a glove.” The result resembled a deflated football which was then restored to turkey shape with stuffing and roasted.
Boning turkeys was a specialty of confectioners and caterers, including Afro-American Thomas Downing who prepared them during the holidays.
[image error]But generally turkey did not find favor with luxury restaurants that featured French cuisine in the later 19th century. Game birds were more highly prized. It remained plentiful on menus of everyday eating places and was popular enough that a 1902 restaurant run by Seventh Day Adventists offered a meatless turkey substitute. I wonder if it resembled “tofurkey”?
In ordinary lunchrooms turkey usually cost a little bit more than other dishes served around the turn of the last century. At the Electric Restaurant at the Chicago World’s Fair in 1893 a diner could have Roast Beef with Potatoes for 45 cents, while Stuffed Turkey and Apple Sauce was 50 cents. Cheap turkey could be hazardous. As a waiter revealed in 1908, “When you get young turkey with cranberry sauce, mashed potatoes, celery, bread, butter, coffee, and mince pie for the sum of 25 cents, you can figure that something was wrong with the turkeys.”
Turkey burgers might seem like recent inventions but in fact they were found in California restaurants as early as 1938. Storing, roasting, and slicing turkey, as well as dealing with the carcass was a nuisance to restaurants, so turkey sandwiches were something of a rarity before WWII. In the 1950s boneless turkey rolls became available. They made it convenient for any restaurant to offer triple deckers with turkey (instead of chicken as previously) or turkey dinner specials with sliced white meat and gravy that undoubtedly came from a can.
A few restaurants, mainly those connected with turkey farms, have specialized in turkey, among them the 620 Club in mid-century Minneapolis: its owner grabbed publicity in 1944 by paying $6.20 a pound for a prize-winning turkey. Still, if you search for turkey recipes in books compiling the “great recipes of great restaurants” you may be disappointed by the absence of turkey dishes. I include a recipe for my favorite turkey dish, the famous open-face “hot brown” sandwich of toast and turkey covered with cheese sauce and bacon strips developed at Louisville’s Brown Hotel.

Getting closer to your food
How intimate do Americans want to get with their food? I’d say that restaurant-goers do not want to get too close to their food’s origins, nor to its preparation – and certainly not to kitchen cleanup. After all, getting away from it all is a big part of the attraction of eating out.
And yet . . . there are striking exceptions. Not only today when customers are able to harvest their own lettuce or vegetables that are growing on restaurant walls, but far back into the 19th century. Getting close to your food can range from assembling or selecting semi-prepared raw ingredients to choosing ones that are still alive. Allegedly, a Brooklyn NY restaurant around the end of the 19th century used to invite customers to go to their back yard where the chickens were kept, select the one they wanted, and watch it be killed.
The more common example of the latter, however, is lobster, which were – and are — often presented live to restaurant guests prior to their delivery to the table. Especially in the 19th century, live turtles played a similar role, being displayed in a restaurant’s window before their descent into the kettle. Not everyone was comfortable with these practices. In 1870 a Cape Ann MA newspaper expressed a hope that the Humane Society would look into the practice of boiling lobsters alive. And in 1881 a Boston paper commended a Chinese man in San Francisco who rescued a turtle on display in front of a restaurant by buying it and having it released into the ocean.
But “fresh” lobster and turtle remained highly valued. Some restaurants would even deceive customers with a living display turtle or lobster that was never cooked. The customers believed it had been served on their plates, while in reality the creature would return to the display later. A St. Louis restaurant man admitted he had used the same lobster for three months, returning it to a tank in back after it was shown to a customer. “Sometimes I put him in the window,’ said the restaurateur, adding, “He regards the window as his stage and dances about for the public. Whenever he sees a hungry-looking man coming down the street he begins squirming to attract his attention.” Supposedly the customer left the restaurant happily unaware he had eaten canned lobster. This was 1900, and Truth in Menu legislation had not been introduced.
Fish swimming in tanks have had fewer rescuers. The custom of choosing or netting a fish in a tank may have originated in eating places set up in city markets such as New York’s old Fulton Market. By the 1930s if not earlier the setup had migrated to restaurants.
To a great extent the selection of living creatures by hungry diners arose from a distrust of restaurants as well as poor food preservation measures in the 19th and early 20th centuries. Diners, particularly those who were epicures, felt they needed to see with their own eyes that their food was fresh. There were good reasons for their skepticism. Meat, fish, and poultry served in restaurants could be canned, spoiled, or stale from many months spent in cold storage warehouses.
[image error]Setting up lobster tanks in which fresh lobsters could be held was not such an easy task for restaurants far from the oceans, and did not occur in many inland cities until the 1950s, about the same time lobster tanks showed up in supermarkets. A news story in a Milwaukee paper gives the idea that dining on fresh lobster flown in from Maine was a fairly new activity there in 1953. Not only did the story detail how the new glass tank at the Cape Cod Inn worked, as well as its measurements and how water was aerated and filtered, it furnished readers with drawings that showed how to eat whole lobsters. In 1956 Pittari’s in New Orleans claimed to have the only live lobster tank in the South.
A later iteration of the pick-your-raw food angle concerned raw beef. It doesn’t appeal to me to select a steak from a cooler or a rotating display, much less to broil it myself, but the idea gained popularity in the 1950s and has continued to some extent. In the 1980s, at the Meat Market in Peoria IL, whose motto was “Dedicated to the Illinois Farmer,” patrons took their steak, potato, and Texas toast to “do yourself over the massive grill.” Reportedly patrons enjoyed a tribal feeling as they gathered around the glowing fire.
In 1974 the president of the National Restaurant Association predicted that do-it-yourself activities in restaurants would become quite popular in the future, leading patrons not only to cook steaks, but make their own pizza and mix their own drinks. “What is involved,” he said, is that people are placing greater emphasis on the total sensory experience – touching, feeling and smelling.”
Mixing your own drinks . . . hmmm.

Between courses: secret recipes
Once again, what I thought would be a simple post has required a crash course in the unfamiliar, this time the technicalities of trade secrets, confidentiality agreements, lawsuits, and settlements.
[image error]What I have learned is how complex the restaurant industry has become. A restaurateur’s simple claim to have one or more secret recipes, either from a revered family member or an “exotic” cuisine, has given way to extremes of self protection aimed at stemming not only competitive use of signature recipes but also their novel names, plating, and menu descriptions.
Around 1900 a secret recipe was little more than one that the restaurant declined to give out to customers. But now, in extreme cases, restaurants hire what could be called “simulacrum chefs” whose main role is to build the restaurant’s identity and give it celebrity chef chic. Often chefs must sign agreements to abandon their rights to the recipes they develop while in the restaurant’s hire.
This can lead to ugly confrontations down the road. As happened, for instance, in clashes between Chef Laurent Tourondel and Jimmy Haber, owner of the BLT string of restaurants. Haber called the restaurants’ recipes “work product” belonging to the company, that could not be used in the new restaurant Tourondel opened. In the case of “Chef Bee,” a Miami restaurant company, 50 Eggs, claimed that the chef, whose legal name is Piyarat Potha Arreeratn, refused to cook once the restaurant opened, then quit and took recipes and all he had learned during training back to his family-owned restaurant. In the suit, 50 Eggs made it sound as though the chef’s standing as well as “Thai street food” itself were their products.
Fast food chains were among the first to widely advertise their special recipes for “11 herbs and spices” and “secret sauces.” Given that, upscale restaurants today are less likely to advertise their secret recipes. (Besides, all their recipes may be secret.)
In earlier years it seemed that the real value of secret recipes lay in their advertising potency. Some restaurants went so far as to concoct silly stories about spies trying to buy their wonderful chili formula, or, in the case of Eberett’s in Charleston SC, how they obtained their homely-sounding recipe for pot roast from a German spy. In the 1980s, a New Orleans Chinese restaurant claimed its “Singapore Fried Chicken” was based on a secret recipe “from the Orient.”
[image error]In the case of fast food, successful competition – to the extent it is based on food at all – depends upon a few products with “unique” tastes that can be produced faithfully over and over. The protection of secret recipes is essential and it seems clear that the recipes do not belong to the low-paid personnel who work on the assembly line.
But fine – or trendy – restaurants, on the other hand, are expected to pioneer or at least keep up with the latest sensations. Yet the chef who develops the recipes often must leave them behind. Citing “the restaurateur’s dilemma,” bloggers Denise M. Mingrone and Roland Chang asked in 2014: “Doesn’t society benefit from allowing chefs . . . to create culinary delights and publish their recipes without fear of legal reprisal?”
It is scarcely surprising that some chefs refuse to accept positions that require them to surrender ownership of recipes they develop, or that they aspire to open their own restaurants where they can be autonomous “chiefs.”
Meanwhile,“Nondisclosure and noncompete agreements in employment contracts have become increasingly popular in the restaurant industry,” noted Sarah Segal in “Keeping It in the Kitchen” in 2016.

Find of the day: Aladdin Studio Tiffin Room
It is a rare day when I find a tea room postcard that I don’t already own or that I strongly want to buy. The Aladdin Studio Tiffin Room is an exception, a wonderful discovery.
The story of the Aladdin Studio and its owners, Hattie and Minnie Mooser [pictured seated on the postcard], turns out to be quite fascinating. The senior Moosers, the sisters’ parents, were German Jews who were part of the 1840s-1860s immigration, and who evidently inspired their four children to take up rather daring careers in the entertainment industry.
[image error]The San Francisco tea room combined many functions. In the daytime it was a fairly conventional tea room with lunch and afternoon tea, hosting women’s groups, bridal parties, and card parties. Patrons could also have their palms read by a “seeress” named Mme. Rabbas, learn to play mah-jongg, dance, take Charleston and St. Louis Hop lessons, and buy hats, batiks, and lingerie in the gift shop. In the evening, visiting performers from stage and screen offered entertainment or simply gathered there for dinner.
The Aladdin employed African American women cooks and young women from San Francisco’s Asian community as servers. The decor had a Chinese theme with lanterns and dragons, but the cuisine was strictly American. The photo postcard above shows the two sisters ca. 1927/1928, sitting under what I believe was used as the tea room’s “stage.”
It opened on Sutter Street, its main location, in 1920, after having spent several years as part tea room and part children’s theater on Post Street. In 1925 it proclaimed itself a “Nite Club” of the sort found in NYC, Paris, and London, despite the fact that it was Prohibition and no alcoholic beverages were sold, nor even allowed on the premises. Increasing competition with bootleg places was identified as the reason for the Aladdin’s closure in 1929.
Years after its closing, in 1941, the San Francisco Chronicle’s Herb Caen saluted the Aladdin, writing, “When THE spot-around-town for celebrities was the Aladdin Studios run by Hattie and Minnie Mooser, the jernt was for performers and their pals only, and man the shows they used to put on are still being gabbed about.”
[image error]Their main attraction was the celebrities who dropped by the Aladdin Studio. Hattie and Minnie were well connected to the entertainment world, since their brother George Mooser, as well as their late brother Leon, were tightly enmeshed in it as producers whose careers were anchored in Shanghai and New York City. In addition to bringing Chinese entertainers to the U.S., the brothers organized Western entertainments, such as circuses, in China. And they also brokered film distribution deals and a lawsuit against piracy in Asia for California motion picture studios.
As a result of their connections – and Hattie’s and Minnie’s skill as hostesses – many show business celebrities visited the Aladdin, among them Houdini, Douglas Fairbanks, and the Marx brothers.
[image error]Although the never-married sisters had other occupations to fall back on such as stenography and other secretarial services, they continued serving as hostesses in other clubs after the Aladdin Studio closed, among them the Beach Chalet in Golden Gate Park and the Club Trouville at the old Aladdin location. In 1931 they opened a new place, modeled on the Aladdin Studio but called Aladdin Tavern, on Van Ness Avenue. Now in their 50s [(l) Hattie and (r) Minnie in 1936], though still referred to by the columnists as “the delightful Mooser girls,” they could not make a go of it.
In 1965, a reporter found the sisters, now in their 90s, living in Daly City CA and reflecting about their friendship with Harry Houdini.
I’d love to find the Aladdin’s guest book, which Hattie and Minnie claimed contained “the signatures of practically all the ‘tops’ of stage, screen and radio.”

Americans in Paris: The Chinese Umbrella
[image error]“Why do Americans stick to their own kind of food in France?” wondered an American aviator in Paris in 1917.
Good question, given that the Americans he was referring to were able to afford dining in the finest Paris restaurants. And that French cuisine had long enjoyed prestige in large American cities.
Perhaps it was simply longing for home that brought Americans to The Chinese Umbrella in the early 20th century. The Umbrella was a tea room serving American food that was located near the Bon Marché department store on Rue du Bac.
When it opened in 1905 it served only afternoon tea but soon expanded the menu and became a popular lunch spot. Shortly after its debut American newspapers took note and a story traveled around stating boldly that its luncheons “represent the finest cooking that can be obtained in Paris.” Although this seems unjustifiably boastful, The Chinese Umbrella was recommended in Baedeker and other travel guides.
[image error]Among its specialties were homey dishes, many associated with the American South where the proprietor’s mother was from. A journalist writing about The Umbrella in 1908 hailed its okra soup, chicken a la king, tomato and cucumber salad, fried hominy, sweet potatoes, roast lamb, corn fritters, cold asparagus, strawberry ice cream, and waffles with maple syrup. He declared, “Not one of these dishes, apart from the cold asparagus, can be had in any of the famous Paris restaurants.” [advertisement from NY Sun, 1907]
The Chinese Umbrella was the creation of Edith Fabris and her younger sisters, born in Shanghai of a father who was a British consul in Tientsin, China. While in China Edith gathered together a collection of Chinese artifacts that included embroidered satin hangings, delicate porcelain, and a four-yard-wide umbrella that formed a ceiling in one room of the restaurant. Her brother, who served with American-English forces to defeat the Boxer Rebellion, “picked up the valuable loot” that formed the tea room’s decorations. “Loot” is the correct word, since the aftermath of the anti-colonial, anti-Christian-missionary uprising has been described as “mad scenes of pillage.” [Douglas Rigby, The American Scholar, 1944]
Perhaps the looted items on display in The Chinese Umbrella explain why China’s ambassador to France who presided over the tea room’s opening was described in one account as seeming “a little bit dubious as to the dignity of the affair.”
Fabris also brought to Paris a recipe for Chinese vegetable curries that she described – with an authenticity claim that may strike us as odd today — as “true English-American colony China curries.” Fabris said that chefs from top Paris restaurants begged for her recipes. When she told them they could not be made without ingredients sent by her brother from China, they came to her tea room to sample curries and try to analyze how they were made.
Although most of the tea room’s customers were apparently American or English it also did a good business selling baked goods such as mincemeat pies, plum puddings, and gingerbread to French families. During World War I Fabris supplied cakes to American soldiers in French hospitals.
At some point the tea room moved to a new location as shown on the blue postcard shown above. I could find no trace of it after 1920.

No smoking!
Smoking in restaurants has a long history. As does opposition to smoking in restaurants.
In the 19th century there were few eating places that did not sell cigars and host cigar smokers. Having a good supply of fine imported cigars and liquors was the mark of a first-rate tavern or restorator as much as was the cuisine.
But to the anti-drinking forces that began to gather steam in the 1830s, tobacco was the gateway to a life of drinking and dissolution. Moral rot began with children buying candy, extending in youth to a taste for “the fumes of the wine cup and the cigar.”
Still, the allure of the good life was strong. Who wouldn’t want to be one of the “wits, fast men and bloods of the town”? Such persons, said an advertisement for Charley Abel’s in New York in 1852, knew the “difference between Heidsieck and Newark Cider” and could tell “Havana cigars from Down East ‘long nines, at ‘a penny a grab.’”
At the same time, there were some places where the bar was on the ground floor while dining took place on the second floor, with no smoking allowed. The reason for this is unclear but it was clearly not inspired by a moral crusade or health issues. It’s possible that smoking was considered rude and unaesthetic in dining rooms – or offensive to female guests (if they were present). That may also explain why some restaurants had separate smoking rooms for men.
Even though cigarettes outsold cigars beginning in the 1890s, restaurants and lunch counters continued to sell cigars into the mid-20th century [above, 1913]. The National Handbook of Restaurant Data, geared for advertisers, reported in 1935 that 91% of restaurants sold tobacco. But after World War II, casual restaurants were more likely to have a cigarette machine on the premises than an old-style glass counter filled with cigar boxes.
[image error]Unlike cigars that patrons often lit up while exiting, cigarettes were smoked at restaurant counters and tables, with the restaurant supplying ashtrays and imprinted matches. In 1923 a Cleveland woman complained, “It is getting so that at almost every lunch table or counter one is liable to be nauseated with cigaret or cigar smoke.” Some eating places, such as Chicago’s Russian Tea Room and Charleston Gardens at B. Altman’s New York store, even went so far as to give complimentary cigarettes to women guests. Lord & Taylor’s Bird-Cage Restaurants in 1940 had individual armchairs with trays “fitted out with a red-tipped cigarette.”
Despite strong disapproval, women began smoking in public around the turn of the century, led by actresses and a vanguard of privileged women used to smoking in Paris. Restaurants catering to the rich and those for the after-theater folks began to allow women to smoke. Soon women had comfortable smoking dens of their very own. Just as male smokers were catered to by 19th-century eating and drinking spots, tea rooms of the early to mid-20th century furnished smoking havens for women.
[image error]But when women smoked in popular restaurants they often encountered criticism. I would venture to say that it was women smoking in restaurants that re-energized moralistic objections to smoking and emboldened opponents of smoking in restaurants to speak out. Some comments display a distinct antipathy to women – but also reveal that a wish to contain or eliminate smoke in restaurants pre-dated considerably the organized campaigns of the 1970s and 1980s. A reader in Springfield MA, for instance, wrote a letter to a newspaper in 1929 urging restaurants to create non-smoking sections and calling women who smoked “silly” and of low mental capacity.
Anti-smoking continued to be linked to anti-drinking, with twelve states outlawing the sale of cigarettes between 1895 and 1909. According to Eric Burns in The Smoke of the Gods: A Social History of Tobacco, these mostly Midwestern states were also receptive to the temperance movement. The Women’s Christian Temperance Union (W.C.T.U.) campaigned against smoking and in more recent years restaurants branding themselves “Christian” banned the “twin evils” of drinking and smoking.
In 1964, when the U.S. Surgeon General announced that smoking might be harmful to health, anti-smoking groups formed, putting emphasis on corralling smokers in restaurants. By the mid-1970s some restaurants began to experiment with non-smoking sections, the industry much preferring voluntary measures over legislation. Progress to create non-smoking sections and then to eliminate smoking in restaurants completely was spurred on in the 1970s by more stringent Surgeon General warnings, a Civil Aeronautics Board mandate for non-smoking sections on airplanes, and bans on smoking in federal buildings. State actions, particularly the 1975 Minnesota Indoor Clean Air Act that prohibited smoking in restaurants and other public buildings except in designated areas, were influential. Arizona, with its large population of retirees seeking pure air, was also early to pass non-smoking legislation.
[image error]Given the historical links between smoking and drinking, it is not surprising that “family restaurants,” many of which sold no beer, wine, or liquor, were among the first to create non-smoking sections. Denny’s announced in 1977 that it would devote 25% of its dining areas to non-smoking. It was not long before Victoria Station, Red Lobster, Bob Evans, and many other chains joined the trend. Big city restaurants, on the other hand, lagged behind. [advertisement, Greensboro NC, 1984]
[image error]Numerous restaurant owners who disliked setting off non-smoking sections complained it hurt their business in a number of ways. Non-smokers tended also to be non-drinkers and didn’t come out as much on weekends, thus leaving empty tables in the non-smoking area while the smoking section was full and the restaurant had to turn away impatient patrons. Likewise, the non-smokers had lower check averages. On the plus side, though, they didn’t linger at the table as long.
Today, it might surprise younger people that restaurants were ever popular smoking places.

“Wop” salad?
People living along the Gulf of Mexico are probably familiar with this designation but I remember being quite surprised the first time I came across it. Given that “wop” is an offensive slang name for Italians, my first reaction was, Please don’t tell me it means that!
It does. It’s another way of saying Italian salad.
[image error]“Wop salad” could be found on menus from the 1930s even into the 1980s in certain regions. Its use was frequent in Louisiana, Texas, and Mississippi, especially along the Gulf. It was most closely identified with New Orleans, but was also used in Baton Rouge, Shreveport, Corpus Christi, Galveston, San Antonio, Biloxi, and to a lesser extent Little Rock, Arkansas. I have also found the term in use by restaurants in various other states, but quite rarely.
The salad had many variations. Among the possible ingredients [some pictured above] are iceberg lettuce, endive, escarole, white onions, tiny pearl onions, shallots, garlic, boiled eggs, black olives, green olives, pickles, celery, radishes, sweet peppers, pimientos, avocados, artichoke hearts, tomatoes, asparagus, anchovies, and grated cheese. Dressings could contain combinations of some of the following: olive oil, vinegar, mayonnaise, Worcestershire sauce, and lemon.
Even a single restaurant might not always compose the salad in quite the same way. Larry Platt’s Italian Village in Corpus Christi TX advertised wop salads with differing ingredients in 1954. In one ad the salad had “pimientos, olives, anchovies and sauce, Italian peppers and sauce, pickles, eggs, garlic, onions, fresh lemons and salad dressing” while in another it contained “anchovies, olives, lettuce, tomatoes, Italian pepper, radishes, celery, with our Famous Dressing.”

Despite my negative response to the name, the general reaction today seems to be mild amusement coupled with dismissal of the notion that it could be taken as truly offensive. Most defenders will quickly point out that Italian-Americans in New Orleans used it too and it could be found as often on the menus of Italian restaurants as any others.
I have read the claim that Joe Brocato’s restaurant in Shreveport LA – which advertised it was “Home of the Wop Salad” — was the owner of the term and that anyone else who used it had to pay royalties.
Call me skeptical. I’ve heard similar arguments about how Afro-Americans didn’t mind dressing up like mammies, loved working and eating at Sambo’s, etc.
Historically New Orleans had more residents of Italian origin than other cities in the South. It was a port of entry into the United States in the 19th and early 20th centuries, and many Italians disembarked there. One day in October 1907, for instance, 1,300 Italians arrived, some of them wives and children of men in various parts of the country, but others migrants who came to work in Louisiana sugar cane fields; taking jobs once held by slaves and poor Blacks, they were very much looked down upon. And how long did Italians in New Orleans remember the lynching of eleven Italians there in 1891? The murders brought condemnation nationally and internationally and caused riots in Italian communities in NYC and Cincinnati.
Yet Italians who settled in New Orleans went on to found successful businesses and become professionals and civic leaders there. Quite a few opened restaurants.
To many people “wop salad” began to sound wrong in the 1980s. Journalists writing about restaurants in Southern papers became rather squeamish about using it, distancing themselves by putting it in quotation marks or referring to the term as “unfortunate.” But I cannot help but wonder how others, particularly those of Italian ancestry, felt about it during the decades it was commonly used. Did they think nothing of it? Did they find the name annoying but not worth making a big deal about? Did they feel insulted by it?
[image error]I have found very little evidence of protest. Someone calling themselves “Italian-American” wrote to a columnist of the New Orleans Times-Picayune in 1961 complaining of her use of ‘wop salad,’ and stating, ‘There is no such thing as ‘wop salad.’ Did you mean ‘Italian salad’?” The columnist defended her usage, concluding, ‘Everybody loves ‘wop salad.’ We English-German-Scandinavians all try to copy it.” In 1972 the paper received a complaint from a New Jersey Italian-American man who had visited the city and found “wop salad” on menus everywhere, including “better restaurants.” Perhaps Commander’s Palace was one of them. [see ca. 1950s menu fragment] He was especially offended by a sandwich shop with a sign in front saying, “Bigga Woppa Sandwich.” He concluded that New Orleans was only pretending to be “a genuinely cosmopolitan city.”
With the present cultural climate I halfway expect “wop salad” to resurface.

Reading the tea leaves
[image error]Although “gypsy” tea rooms could be found in the 1920s, and occasionally even now, their heyday was in the 1930s Depression.
They represented a degree of degeneration of the tea room concept in that they built their allure on tea leaf reading as much as – or more than — food. The menus in some of them consisted simply of a sandwich, piece of cake, and cup of tea, typically costing 50 cents. A drug store in New Orleans reduced the menu to a toasted sandwich and tea for the low price of 15 cents.
Gypsy tea rooms were often located on the second or third floor of a building, reducing the rent burden. Downtown shopping districts were popular places to attract customers, with about twenty near NYC stores located in the 30s between 6th and 7th Avenues. Los Angeles had a Gypsy Tea Room across the street from Bullock’s department store, while Omaha’s Gypsy Tea Shop, affiliated with another one in Council Bluffs IA, was across from the Brandeis store.
Times were hard, and Gypsy, Mystic, or Egyptian tea rooms, as they were known, offered a diversion from the concerns of the day and a way to prop up tottering businesses.
[image error]Usually it was all in fun. Gypsy tea rooms dressed waitresses in peasant costumes with bandana headdresses and adopted brilliant color schemes such as orange and black with yellow candles, and red tables and chairs. Such decor was a formula worked out by a New York City woman who by 1930 had opened 25 such places all over the country. Evidently after opening each one she sold it to a new owner.
Most customers, almost always women, saw the readings as light entertainment suitable for clubs and parties. Sometimes, though, an advertisement suggested that patrons’ reasons for having their tea leaves read were not so happy. A 1930 advertisement for the Mystic Tea Room, in Kansas City MO, asked “Have You Worries? Financial, domestic or otherwise? Our gifted readers will help you solve your problems.”
[image error]Many tea leaf readers had names suggesting they were “real gypsies” but that is unlikely, despite the Madame Zitas, Estellas, and Levestas. In fact, the reason that tea rooms advertised free readings was because many states and cities had laws prohibiting payment for fortune telling so as to keep genuine gypsies from settling there. A Texas law of 1909 declared “all companies of Gypsies” who supported themselves by telling fortunes would be punished as vagrants.
New York state passed a law in 1917 that made fortune telling in New York City illegal. In the 1930s police conducted raids of tea rooms advertising tea leaf readings. The raids did little to reduce their ranks and tea rooms continued to announce readings. A “gypsy princess” on site was an undeniable attraction — “Something New, Something Different,” according to an advertisement for Harlem’s Flamingo Grill and Tea Room on 7th Avenue.
In 1936 an attempt was made to organize tea leaf readers but it didn’t seem to amount to much. Members of the National Association of Fortune Tellers were required to be “scientific predictors,” just as good at forecasting as Wall Street brokers. The group’s organizer said she wanted to professionalize fortune telling. Because 32 states had laws against it, she said, tea room readers were forced to work for tips only, to the benefit of tea room owners.
[image error]Tea leaf readers seemed to move around quite a bit, perhaps because tea room proprietors wanted to keep things interesting. It was supposed to generate excitement when a “seer” from abroad or a larger city visited a small town tea room. A male clairvoyant such as Pandit Acharjya of Benares, India, was bound to enliven the atmosphere at the Gypsy Tea Room in New Orleans in 1930. And to the River Lane Gardens in Jefferson City MO, even the week-long appearance of “Miss Ann Brim of St. Louis, Famous Reader of Cards and Tea Leaves” was worth billing as a major attraction.
In Boston, the Tremont Tea Room has been doing business in sandwiches and tea leaf readings since 1936. Proving, as if proof is needed, that no “restaurant” concept ever totally dies away.
