Commentary: Why are Maryland’s craft beer makers disappearing?
Len Foxwell
April 28, 2024 5:30am EDTThe closure of Paria Brewing in Baltimore is the latest in a series of closures and relocations that cast doubt on the future of Maryland’s beer sector, according to a former Maryland alcohol industry regulator. (Christina Tkaczyk)
The state’s craft breweries struggle with unfavorable business and political climate.
Pariah Brewing Company’s closure this month is just the latest in a series of closures and relocations that have rocked Maryland’s beer industry in recent months. We believe we should take this opportunity to reconsider Maryland’s craft beer business environment.
I previously served as the lead staff member for the Maryland Alcohol Industry Regulatory Authority and former Comptroller Peter Franchot’s 2017-18 Reform On Tap Initiative. Although I have no first-hand knowledge of what happened in the Pariah case, I believe it is important to place the conclusion of this case in a larger context.
Over the past decade or so, Maryland’s beer industry has grown by leaps and bounds, despite outright hostility from some of the state’s elected officials. Laws and regulations were enacted in the interests of politically connected distributors who are financially incentivized to sell Budweiser and other corporate brands at the expense of local craft beer.
The most notorious example is HB 1283 in 2017, which would have shut down the state’s craft beer industry if it hadn’t been amended at the eleventh hour. It includes a buyout clause that says brewers who want to sell more of their beer in their taprooms must sell the beer to distributors at the dealer’s cost and then buy it back at full retail cost. Ta. The buyout provisions of this law were later repealed. Such an illogical and punitive proposal, layered on top of a series of highly restrictive laws, would threaten Maryland’s craft beer sector with its per capita size, production, sales, and economic impact. It shows exactly why the state lags behind its neighboring states.
The Baltimore Banner would like to thank our sponsors. Please be one.
Events the following year further confirmed the prejudice. Those watching a 2018 public hearing on a bill to modernize Maryland’s distribution and retail laws were exposed to ignorant attacks on the industry from hostile lawmakers.
Then Del. For example, Ben Kramer of Montgomery County has raised unfounded concerns about the safety of craft beer products and the potential for underage consumption, as if an 18-year-old on a budget could buy a double-hopped New England beer. It was like trying to get drunk. A pint of IPA is $8. Although he raised such issues, he said nothing about package stores that routinely sell 99-packs to college students.
There is little evidence that some legislators’ attitudes toward craft breweries have significantly improved. Craft breweries still face 24 different laws and regulations enforced by county liquor boards, which operate as de facto fiefdoms.
Craft breweries remain subject to production, distribution, and retail sales restrictions that do not exist in other industries. Still subject to a 9% alcohol sales tax, every branch of Maryland’s alcohol sector is at a prohibitive disadvantage relative to neighboring states.
Add to this the fact that the craft beer industry is taking advantage of cheap seed funding, reducing costs associated with cleaning up and reusing aging industrial sites, and in a world where Bud, Miller, and Coors are advertising. There’s also the fact that little is being done at the state level to help them market their products. It exists everywhere.
The Baltimore Banner would like to thank our sponsors. Please be one.
The closure of one brewery could be dismissed as an anomaly. But multiple brewery closures, from Full Tilt Brewing in Baltimore and Calvert Brewing Company in Upper Marlboro to Astro Lab Brewing in Silver Spring and Scorpion Brewing in Calvert County clearly represents a trend. These are the inevitable consequences of a state whose leaders say all the right things about this great field, but do something entirely different in the back rooms of Congress.
We hope that Maryland and its leaders will use this shrinking market as an opportunity to rethink the craft beer business landscape. First, consider why Maryland, the wealthiest state in the United States by some measures, has not been able to grow its industry sector at a pace commensurate with the demographics of neighboring states and the state itself. let’s start.
Wise reform will not be easy. Maintaining the status quo is working well for macro corporate brands, which already enjoy government favors and have disproportionate power in the market. This is an initiative that must be taken immediately to ensure the survival of an industry that is critical to Maryland’s economy.
Len Foxwell served as chief of staff to Maryland Comptroller Peter Franchot from 2008 to 2020. He currently serves as the founding principal of Tread Avon His Strategies in Annapolis.

Meet a Wolverhampton glass artist who loves his craft ‘totally and totally addictive’
She fell in love with the craft while studying at the University of Wolverhampton and now specializes in creating fused and leaded glass art and gifts.
In addition to stained glass repair and restoration projects, Nadia also designs and creates new stained glass windows and entry doors for customers.
Born in Maidstone, Kent, and brought up in the small village of Plaxtall, Nadia enrolled on the Art Foundation course at the Kent Institute of Art and Design before starting her training.
In 2002, she moved to Wolverhampton to study 3D Art and Design at the city’s university and began honing her skills in a wide range of techniques, including glassblowing.
“This is where I started doing what I love, working with glass,” says Nadia, who lives in Penn, Wolverhampton.
[image error]One of the fused glass pieces with Nadia
Nadia was also awarded a scholarship to Pilchuck Glass School, an international center for glass arts education in Washington, USA.
Since 2012 she has been based at her studio at Halfpenny Green Vineyards in Bovington, near the Staffordshire/Shropshire border.
In addition to browsing Nadia’s gallery shop, visitors can see Nadia at work bringing glass pieces to life.
“People just like to look, and there aren’t many places where the workshop and shop are in the same place.
“It’s always fun to see how things are made,” she explains. Fused glass is an artistic technique that involves bonding layers of clear and colored glass together in a kiln heated to 780°C to 820°C.
Layers of glass are stacked together to create the finished design and fired two or three times.
According to Nadia, patience is key when working with molten glass.
It is also important to understand that materials can often be unpredictable.
“After 23 years, I’m still learning. Even now, when I open the kiln, I can tell something is wrong, but I don’t know why,” Nadia explains.
[image error]A piece of molten glass may be fired in a kiln two or three times
She is often asked to create glass paintings for special occasions and says creating bespoke pieces is very rewarding.
“It feels great when they are really happy,” Nadia explains. Working with stained glass is also a fun aspect of her job, especially when she uses her skills to bring old windows back to life.
“It’s so nice to put broken things back together. It’s great to be able to fix things for people,” she says.
When starting a window from scratch, she first creates a template, pulling from her own designs or designs provided by customers.
“Everything is done by hand,” says Nadia. Nadia uses specialized tools to cut out the various colored and transparent pieces of glass needed for the patterns.
[image error]Nadia working at the stained glass window
Each one is numbered so you can easily combine them in the correct position within your design.
Nadia uses lead to hold all the parts in place and solder the joints to keep everything safe.
Finally, a linseed oil-based putty is applied to make the glass waterproof and the surface polished.
In her gallery shop, visitors can find a variety of fused glass paintings, including lighthouse landscapes and animals such as cats, puffins, foxes, and penguins.
She also loves creating sculptures such as Ferris wheels and large deck chairs, both of which are displayed in her studio.
“I love making things out of glass that shouldn’t be made out of glass!” says Nadia.
Her work is also held in Himley Hall, Glazed Art in Stoke-on-Trent and Red Lobster Gallery in Norfolk.
