Paranoia

In a bout of paranoia, Jacob Zuma "redeploys" senior spies he feels he can no longer trust. Head of the national intelligence co-ordinating committee Dennis Dlomo, director of the domestic branch of the State Security Agency Simon Jabulani Ntombela and deputy director general of domestic collection Nozuko Bam have been “redeployed” to the department of international relations and co-operation. According to the Mail & Guardian, this is the latest example of political meddling in the state security agencies by the ANC and President Jacob Zuma, who seems increasingly mistrustful of his top spooks.

SABC leaves SANEF

South African Broadcasting Corporation (SABC) boss Dali Mpofu led the public broadcaster to quit the South African National Editors' Forum last week in protest against the "profit-driven" media's treatment of Health Minister Manto Tshabalala-Msimang. In his letter Mpofu juxtaposed the alleged motivation of the ‘profit-driven” commercial media with the values of the public broadcaster. ‘We cannot remain quiet while our mothers and our democratically chosen leaders are stripped naked for the sole reason of selling newspapers,” he said, in reference to the Sunday Times‘s detailed coverage of Tshabalala-Msimang’s alleged alcohol abuse as reflected in the records of one of her hospital stays. Mpofu’s latest letter breaking up with the South African National Editors’ Forum is a lesson in how to write with drama, emotion, exaggeration and delusion. So disgusted is he with the way the media has covered the expose of Health Minister Manto Tshabalala-Msimang that he can hardly contain himself: “Shame on all of you, especially those who have turned their backs on your own cultural values for 30 pieces of silver, pretending to be converted to foreign, frigid and feelingless freedoms.”

Intelligence Briefing on Situation in Lesotho and South Africa

Claiming a military coup, Lesotho's prime minister, Tom Thabane fled across the border to South Africa. as troops attacked key police installations and surrounded his official residence. The military together with a rival political party - the Lesotho Congress for Democracy - have been accused of trying to oust the 75-year-old. Political tensions have been running high in the landlocked country since June when Thabane suspended the country's parliament to avoid a no-confidence vote amid feuding in the two-year-old coalition government. Deputy Prime Minister Mothetjoa Metsing from the Lesotho Congress for Democracy  had vowed to form a new coalition that would oust Thabane. South African President Jacob Zuma and representatives of the regional bloc Southern African Development Community (SADC) brought together leaders from Lesotho's three ruling coalition parties to resolve their differences.

Who Appointed the Public Protector?

South Africa's government-appointed public protector Thuli Madonsela refused to back down in the face of attacks from the ruling party over her allegations of corruption against President Jacob Zuma. She has reportedly sent President Jacob Zuma a scathing letter asking why he should not pay back some of the R246m spent on his Nkandla home. According to the Sunday Times, Madonsela sent the letter to Zuma. In it she also accuses him of failing to tell parliament when he plans to pay back the money. Madonsela also claims that Zuma has not yet responded to her report – this despite the president’s office saying he has. City Press reported that the ANC is concerned about the damage caused by the Nkandla matter – and to minimise the public pressure on Zuma – the party will advise him to pay back a portion of the money the state spent on his home once this has been determined by the police minister and the National Treasury.

Zapiro in Spring

Floor crossing in South Africa is a controversial system under which members of Parliament, members of provincial legislatures and local government councillors can change political party (or form a new party) and take their seats with them when they did so. Floor crossing was originally enabled by amendments to the Constitution of South Africa and other legislation passed by Parliament. The amendments removed clauses requiring members of the National Assembly to give up their seats should they change parties. According to the void amendments, floor crossing was only permitted twice in an electoral term, in the second and fourth years after the general elections, from 1 to 15 September.

Stop Undermining Parliament

The ANC accused Madonsela of working to undermine the authority of parliament by attempting to “dictate terms to parliament rather than respect the parliamentary process and its constitutional authority”. Public Protector Thuli Madonsela has made an impassioned plea to the ANC to stop the name calling and rein in officials who are making “unwarranted” attacks on the integrity of her office. Madonsela had harsh words for those outside government and singled out the ANC for “interfering” in her work in the name of democracy. Gwede Mantashe reponded by saying that Thuli Madonsela must do her job correctly. He said Madonsela’s conduct prejudiced the work of Parliament and its committees. He felt that there was a sense that Madonsela was abusing her office and was always trying to get the attention of the media by saying things that were not in any report or being investigated anywhere.
