A Tale for the Time Being by Ruth Ozeki is set at least 50% in Japan, one of the countries which celebrates it's National Day in winter.
This is shown by the main page genre "Cultural > Japan" and the description excerpt (view spoiler)
After reading the book, I can confirm that the Japanese portion is more than 50% of the book, particularly with the addition of the diary and letters of Nao's great uncle, a kamikaze pilot.
