Charles de Lint is known for writing in created the worlds of Newford and the desert southwest. But he lives in Ottawa, Canada and has some very good books set there or in Toronto:






God Save the Queen by Kate Locke (England, kind of alternative victorian era)
A Conspiracy of Alchemists by Liesel Schwarz (Europe, alternative history, steampunk)
Royal Street by Suzanne Johnson (urban fantasy set in a post Karina New Orleans)
The Affinity Bridge by George Mann (set in Alternative England, steampunk, mystery)
Stormdancer by Jay Kristoff (set in an Alternative Japan)
The Magicians and Mrs. Quent by Galen Beckett (aka Mark Anthony) set in England
Heart of the Ronin by Travis Heermann (alternative Japan)
Territory by Emma Bull (alternative history of Wild West)

I second Brown Girl in the Ring by Nalo Hopkinson taking place within the Jamaican community in Toronto,Canada.
Charles de Lint earlier works take place in Ottawa:MoonheartMulengro/romany Tale. They are good, but if you have never read De Lint before, his later books, both the the Newford series and the newer Southwest books are a lot better.
The Rook by Daniel O'Malley takes place in England so does Elfland by Freda Warrington
Among Others by Jo Walton in Wales
Daughter of the Sword by Steve Bein takes place in Japan. I personally did not like it much.
And of course the great Daughter of Smoke & Bone series takes place in Prague and also in Marrakech.
That is all I can think of now. The Urban Fantasy genre is definitely dominated by English language authors!
Oh and The Secret History of Moscow takes place in Russia, I have not read it yet.
