Could it be from Alison Lurie's short story collection, Women and Ghosts: Tales? I found a review on LA Times from the 90s reviewing it.

(I also found someone on Yahoo Answers possibly looking for the same story)

Was the sister the main character, or the brother? Or was it about them equally?

Also, do you remember anything else about the plot? Was the whole 'not speaking' thing the main point of the book, or just a little part of it?

That sounds really interesting! You say it might be part of a series - do you mean a series all about that same girl, or a YA/MG horror series like Point Horror or something like that?

Maybe. It was a while ago & I ended up transferring from that school. Plus I'm not sure he was super organized or anything - from what I can remember, the stories weren't listed on our syllabus or anything (we read a story for each class, and we had class three times a week) I guess I could try though.

Did you make sure you looked at the right book, Sönïa? There are multiple books with that name! This is the Prada & Prejudice LiLi is talking about.

No problem! That's not a genre I really read, so I can't really offer suggestions, but there are lots of romance fans on Goodreads who make a lot of lists!
