ETA: I actually feel pretty good about this guess. Looking back at this book it is about rabbity and wolflike critters.

185 Well, I believe this one is for the same age group as Gift of Magic, so it may not be the one you're thinking of, either, but And This Is Laura by Ellen Conford is about a young girl developing psychic powers.

Also, maybe The Third Eye by Lois Duncan? I always get all three of those books mixed up in my head.

185 I'm guessing this is a children's book - is it a picture book or a chapter book? And how long ago did you read it? Even a general range or decade will help. "Many years ago" means different things to different people. :)

185 There's The Family from One End Street. The family is the Ruggles. But it's first published in 1937.
185 Wow, the bit with showering in rain from the grates and the rat-man are definitely in Pandemonium - or something I read really recently. I'll have to check my lists.

But the first part of your description makes me think of Legend, but if yours is not a well-known book that's probably not it. Hm. I'll keep thinking.

Edit: Downsiders also comes to mind.
