Studies have shown that forests emit carbon dioxide for years after fires.

A recent study found that forests destroyed by fires continue to emit carbon dioxide (CO₂) for years after the flames have died down. The boreal forest, a critical CO₂ sink spanning the Earth’s northern latitudes, plays a key role in removing carbon from the atmosphere. But when these forests burn, they release large amounts of CO₂, which exacerbates climate change.

Impact of forest fires on boreal forests

Research conducted in central Sweden after the extreme forest fires of 2018 showed that burned areas continue to release CO₂ long after the fires have gone out. This continued emission is significant because it doubles the amount of CO₂ released during the fire itself. The researchers measured the exchange of CO₂ between land and atmosphere over four years, comparing burned and unburned regions, as well as areas subjected to different post-fire management strategies.

Emissions and Fire Recovery

In the study, areas where trees were killed by fire or removed through emergency logging emitted an average of 650 grams of carbon per square meter over the first four years. By comparison, an unburned forest of a similar size would typically remove 1,200 grams of carbon from the atmosphere over the same period. The results suggest that a burned forest could take more than 40 years to recoup the CO₂ lost in the fire.

The Role of Post-Fire Management

The study also highlighted the importance of post-fire management in forest recovery. Practices such as emergency logging and soil plowing, which are common in Sweden, slow down regrowth. This delay makes it harder for the forest to become a CO₂ sink again. On the other hand, leaving surviving trees allows them to continue to capture carbon, albeit at a reduced rate.

Implications for climate modeling

The study highlights the need to rethink forest management practices as wildfires become more frequent due to climate change. It also calls on climate modelers to consider prolonged CO₂ emissions from burned forests when assessing the environmental impacts of wildfires.

New Polsat schedule changes in autumn 2024

From August 15th, child protection rules may be applied

The so-called Kamilka Act of July 28, 2023 amended many legal acts: the Code of Civil Procedure, the Code of Criminal Procedure, the Act on Combating Domestic Violence and the Act on Combating the Threat of Sexual Crime.

One of the changes is the requirement for some companies and institutions to have rules for the protection of minors. This provision came into force on February 15, 2024, but a transitional period is foreseen for the adaptation of activities to the law. It expired on August 15, 2024.

The standards included, among others: developing and introducing clear action paths in case of suspected child abuse as a result of staff violence, domestic or peer violence and prohibited behaviour towards minors, establishing rules for the use of electronic devices with internet access and procedures for providing support after reporting abuse. The Child Protection Team established under the provisions of this Act, which operates within the Ministry of Justice, has prepared materials to help develop standards. They are available on the ministry’s website.

In an interview with PAP, Judge Agnieszka Matysek, from the Department of Family and Youth Affairs of the Ministry of Justice, explained that “the intervention procedure included in the child protection rules must be based on the provisions already in force”.

“Article 572 of the Family and Guardianship Code provides for the obligation to notify the guardianship court when the child’s well-being is at risk. In turn, Article 12 of the Law on Combating Domestic Violence states that persons who, in connection with the performance of their official or professional duties, are suspected of committing a crime involving domestic violence prosecuted ex officio, must immediately notify the police or the public prosecutor’s office. In addition, in the event that a child suffers violence at home, they must consider initiating legal action or notify the competent institutions about the appropriateness of using the Blue Card procedure. Currently, it can be initiated, for example, by a teacher or a medical educator,” Judge Matysek said.

The rules must also take into account the situation of children with disabilities and special educational needs. The managing authorities of educational, welfare, rehabilitation, religious, artistic, medical, recreational, sporting or other interest entities are required to assess, at least every two years, whether it is necessary to adapt the rules to current needs and applicable regulations.

According to the Ministry of Justice, both the Catholic Church, schools and parts of the hospitality industry, especially large leisure centres, have coped well with the introduction of new solutions. “In many schools, kindergartens and nurseries, the rules existed before they became mandatory,” the expert noted.

The introduction of standards will be monitored. Failure to comply with this standard constitutes a first-time offence punishable by a reprimand or a fine of PLN 250. If failure to comply with the obligation is found again, the fine will increase to PLN 1,000.

Judge Matysek pointed out that the “Kamilek Act” also made other changes – “Article 21 of the Act on Combating Threats of Sexual Crimes, concerning the verification of criminal records, was also changed, separate from the norms.”

“As of October 1, 2017, Article 21 of the Sexual Crime Threat Combat Act stated that before establishing an employment relationship with a given person or before allowing him or her to engage in activities related to the upbringing, education, recreation, treatment of minors or caring for them, employers or persons authorizing the activity were obliged to check whether the person’s data was included in the sex offenders’ register with limited access,” the judge recalled.

The 2019 amendment added the need to verify the information contained in the register of persons in respect of whom the State Commission for Combating Sexual Abuse of Minors under 15 years of age issued a decision on entry into the register. However, in 2023, as Judge Matysek explained, the provision of psychological counseling, sports, spiritual development, i.e. activities carried out in all religious and church units, and the development of the interests of minors, for example, in interest groups, music clubs, were also added. the previous catalogue of activities, etc.

In addition, persons entering into an employment contract or being hired to undertake activities listed in Article 21 of the Act are required to provide information on criminal records relating to offences that should exclude employees from working with children. The determination of who is required to provide information on criminal records is based on the same principles as the determination of who should be checked in the restricted access register.

The judge highlighted that the discussion on the scope of the obligations arising from art. 21 leads to the conclusion that “until the 2023 amendment, the law in force since 2017 was not applied as it should have been”. “Otherwise, today, after almost 7 years of validity of article 21 of the Law, it would not be problematic to determine who should be verified, because the mechanism of this verification has not changed”, she said.

“The amendment gave us tools to mobilize various entities to comply with the provisions of the Law, because it introduced a control mechanism,” the judge noted. She added that the law also provides for penalties, although the crime of failure to verify the Limited Access Register has existed since 2017.

“Criminal record checks are an element of risk assessment and exist in many other countries. The change was necessary because only certain crimes against sexual freedom and decency are included in the Restricted Access Register. An employee has been convicted, for example, of intimidation, human trafficking or assault,” explained Judge Matysek.

The provisions concerning the representation of a child under parental authority whom neither parent can represent have also been changed. The guardianship court now appoints the child’s representative (previously it was the guardian). A lawyer or legal adviser with specific knowledge of children’s affairs may be appointed to represent the child in criminal proceedings.

The amendment supplements the provisions on the hearing of a child if his or her mental development, state of health and level of maturity permit it. The hearing may only take place with the child’s consent and only once during the proceedings, unless significant circumstances are revealed that require the child to be heard again.

The amendment to the Law also provides for the analysis of serious and fatal cases of child abuse. Therefore, the Ministry of Justice created a Team for the Analysis of Events that resulted in death or serious harm to the health of the minor.

In addition, the provisions obliging judges to undergo training in children’s cases have been expanded, including: specifying the minimum duration of such training. The system of control over institutions obliged to implement standards for the protection of minors has also been strengthened.

The bill was introduced to the Sejm in May 2023, following the tragic death of eight-year-old Kamilek from Częstochowa, who was tortured to death by his stepfather. The child died on May 8 this year, after 35 days of doctors fighting for his life. The boy had previously been repeatedly abused by his stepfather, 27-year-old Dawid B. The man was particularly cruel to the child.

Kamilek’s mother, Magdalena B., 35, knew what her husband was doing, but did not try to stop him. Kamilek ran away from home many times. According to the doctors who treated him in the last days of his life, the boy had already been neglected and malnourished. If it weren’t for that, he would have had a chance to survive. (PAP)

Microsoft confirms that an Outlook and Word bug can crash your computer

If your computer crashes every time you try to use Outlook, Word, or OneNote, it looks like you’re not alone. Microsoft has just confirmed that a bug has been found that can cause this software to “quit unexpectedly”. The issues seem to have plagued some users after upgrading to Windows version 2407 Build 17830.20138 or later, with the crash occurring when typing or performing other authoring tasks such as spell checking.

It’s unclear how many users have been affected, but Microsoft has issued an official notification of the bug and says it’s working on a fix.

“Outlook, Word, or OneNote closes unexpectedly while writing,” the Redmond company announced.

“After upgrading to version 2407 build 17830.20138 or later, you may notice that Outlook, Word, or OneNote may close unexpectedly while typing or performing other authoring tasks, such as spell checking.”

To confirm that your computer is affected, Microsoft says you should check the Windows Event Viewer application log for event 1000 or event 1001 and the following event information:

It’s been confirmed that Microsoft’s Outlook and Office teams are looking into the issue, so hopefully a fix will be released soon, but in the meantime, there’s a workaround.

If the event log event shows a faulty module with a version like 16.0.4288.1000, that means you have an older MSI version of the language installed. Go to Windows Settings > Applications > Installed Applications and find the old Office language installation and remove it.

You can also remove the language pack and reinstall it, see “Step 2: Configure the language for Microsoft 365”, Language Accessory Pack for Microsoft 365.

Hopefully an official update will be released soon, but if your Outlook and Word documents keep crashing, this error is probably the cause.

Bitcoin price drops below July wedge highs of $58,280; bearish signals return

Analyst Josh from Crypto World has noted that Bitcoin is continuing its bearish trend, with the price now testing a critical support level. A new signal has also emerged for the broader crypto market.

The Bitcoin chart continues to show bearish signals as indicated by the SuperTrend indicator. Over the past day, the bearish trend has remained unchanged, with Bitcoin forming lower highs and lower lows. The current price action is developing within a descending, widening wedge pattern, with resistance around $68,500 and support around $53,500. Although the overall trend is bearish, occasional bullish moves are still possible.

The analyst also said that Bitcoin recently faced resistance at $63,000 and $60,000-$61,000 levels, leading to a drop towards the support area between $56,000 and $57,000. If Bitcoin closes below $56,000 on the daily chart, further support could be found around $51,000-$53,000, with potential minor support at $54,000.

A glimmer of hope?

He added that despite the ongoing bearish trend, certain indicators are showing neutral momentum, such as the RSI, and funding rates in the crypto market are turning negative. This negative funding rate could be a bullish signal, as it indicates high demand for short positions. If these short positions start to close, it could trigger a short squeeze, which could put upward pressure on the price of Bitcoin.

Analyst Rekt Capital wrote on X: “Still successfully retesting the Channel bottom as support. Continued price stability here would be favorable for future trend continuation to the upside.”

The analyst pointed out that Bitcoin is currently facing resistance at the local highs of around $61,700. “Rz”: Charges against three people for hacking Dworczyk’s email box

As the newspaper recalls, in June 2021 messages stolen from Michał Dworczyk’s private email The website “Poufna Rozmowa” began publishing in the Telegram messenger. She was this correspondence, among others with politicians, including those surrounding Prime Minister Morawiecki.

“Rzeczpospolita” emphasizes that three suspects arrived at the minister’s email in June 2021, but at the time the stolen content of the mailbox had already appeared on Telegram for several days. “They are not the authors of the theft,” the newspaper notes.

According to her information, he was the first to admit that he had accessed Dworczyk’s email using stolen logins and passwords out of curiosity to see if the access data that had appeared on one of the hacker forums would work. The second suspect reportedly testified that he did not remember the events covered by the accusation, and the third did not confess. According to “Rz”‘s findings, were indicted two years ago, since then the Public Prosecutor’s Office has not been able to locate other people who accessed the minister’s mailbox.

The newspaper – citing the Warsaw District Prosecutor’s Office – writes that there is no evidence that the suspects knew each other. There was no evidence that any of them used the email box or the correspondence stored there to hack into it. It was also not proven that they passed on the information from this box to anyone. The charge they heard is about “obtaining data that allows unauthorized access to information stored in the email IT system”.

According to “Rzeczpospolita”, it appears that the three suspects only used access passwords that appeared on the Internet, they were not the instigators of the robbery. The newspaper recalls that logins and passwords for email boxes, including those of Dworczyk and his interlocutors, appeared on the internet in February 2021 as a result of a major leak of this data.

Katie Blaxberg wants to make school board meetings boring again. But his campaign for an open seat on the Pinellas County School Board on Florida’s Gulf Coast has been anything but.

Since launching her bid, the mother of three has been slammed online, opponents labeled as child abusers and she has increased security at her home.

Blaxberg, a Republican and former legislative aide, supports school choice and parental involvement in the classroom — but said the activists behind the parental rights movement have gone too far.

Blaxberg has found herself on the opposite side of a local group of Moms for Liberty, a conservative group. Activists aligned with the group have disparaged her online and published information about her children and home. The department chairman did not respond to phone and email messages from The Associated Press.

“I don’t want to feel unsafe in my home. And I don’t want my kids to feel unsafe in my home just because I’ve decided to run for public office,” Blaxberg said.

Blaxberg is running for one of three Pinellas board seats, which, depending on the outcome of the Aug. 20 election, could determine political control of the district.

Historically known as one of the state’s biggest swing counties, Pinellas has shifted to the right in recent years. As at school board meetings across Florida, conservative activists have read aloud passages from the books, likening certain teaching materials to pornography and branding teachers “guardians.”

“It’s disgusting,” Blaxberg said. “And that’s a shocking value.”

It’s part of a political storm sweeping across Florida school boards that critics say has disrupted the mission of student achievement — or the lack thereof. Only 53% of Florida students are reading at least on grade level, according to state data.

“The misinformation and intent of this group of people … to mistrust our teachers,” Blaxberg said, “people are sick of it.”

Republican officials rally behind school board candidates

Conservative activists and elected officials seek to win majorities in local school districts, which are often the largest employers and landowners in their counties.

DeSantis built his national profile by capitalizing on the culture wars, banning the teaching of sexual orientation and gender identity, and limiting what Florida schools can teach about racism.

She has embraced Moms for Liberty in their quest to flip school boards across the country.

“I believe that mothers are the most important political force in this 2024 cycle,” DeSantis said at the group’s 2023 national conference in Philadelphia.

“He knows who the real conservative is in my race,” said Pinellas County School Board candidate Danielle Marolf after winning DeSantis’ endorsement.

“My values ​​are actually about protecting children,” she said. “To make sure our parents are engaged.”

The Pinellas school board races have drawn the attention of other candidates.

Florida Republican Congresswoman Anna Paulina Luna — whose seat has been targeted by national Democrats as a potential pickup — has campaigned with Marolfi and fellow Moms for Liberty-endorsed school board candidates Stacy Geier and Erika Picard in Pinellas.

“Began knocking on campaign doors this morning with them,” Luna said in an Aug. 3 video. “We want them to take over the school board.”

Other supporters include the Florida Faith Foundations, a group of pastors that seeks to elect the “most biblical candidates” to oppose what they see as the “Spirit of Antichrist” in American life.

“Liberal, anti-God people, they’re running rampant in this country,” FFF President Anthony McDaniel said in a YouTube video. He did not respond to several emails from The Associated Press.

“So what do we do?” McDaniel said, “Elect conservative qualified Christians to the Pinellas County School Board.”

Liberal groups are pushing back

Critics say there’s often a pattern when a conservative-leaning school board takes over — they go after the superintendent.

“I’ve seen it on my own board,” said Jennifer Jenkins, a Brevard County school board member who unseated then-incumbent Tina Descovich, who founded Moms for Liberty.

When the newly elected members took office in November 2022, the superintendents of Brevard and three other counties were forced out — moves critics say threw the districts into chaos and cost taxpayers hundreds of thousands of dollars.

Erika Picard, a DeSantis-backed candidate in Pinellas, said she supports her district’s superintendent, who has the support of the current board.

“They think that anybody from Moms for Liberty wants to have everything. And that’s just not the case,” Picard said. “I just want to be clear: I have my own campaign.”

Other members of the DeSantis group have worked to expand prayer in schools, opposed LGBTQ history month events and thrown out sex education textbooks.

Liberal advocacy groups have risen to oppose conservative candidates with their own money and messaging. The Florida Democratic Party has added its own 11 school board candidates.

In Brevard County, Jenkins has decided not to seek re-election. Instead, he’s launching a new PAC called Educated We Stand to support candidates pushing back the right-wing turn in education.

“The extremism of public education is not something that is palatable to the average family,” Jenkins said.
