Chaos in South African Parliament
Opposition parties shouted down National Assembly Speaker Baleka Mbete when she tried to prevent them bringing dozens of motions. Most of these were related to spending on so-called security upgrades at Zuma's private Nkandla homestead in KwaZulu-Natal, which Public Protector Thuli Madonsela found Zuma to have unduly benefited from. This resulted in chaos and the South African Police intervened.

Zuma Promises to Improve Prison Conditions
Most South African prisons are overcrowded, unhygienic, lack adequate health care facilities and do little to rehabilitate inmates, according to the Judicial Inspectorate of Prisons (JIOP) 2006/7 annual report. The situation in some facilities is so dire prisoners are expected to eat, sleep and spend almost their whole day in a space the size of an average office desk. "Only 67 out of the 237 prisons in our country are filled to the capacity for which they were designed; the other prisons are all overcrowded," reads the document, tabled at a meeting of Parliament's Correctional Services Portfolio Committee on Tuesday. There were 161 674 prisoners in custody, housed in 237 prisons that were designed to accommodate a total of 115 327 inmates - a "national average occupation level" of 140.2%. Of this prisoner total 158 115 were male and 3 550 female. The reports says that in prisons reporting critical levels of overcrowding, "prisoners often have less than 1.2 square metres, the size of an average office table in which they must sleep, eat and spend 23 hours per day". According to the report the "norms applied in South African prisons for floor space per prisoner" is 3.5 square metres for communal cells and 5.5 square metres for single cells. A table included in the document shows 21 so called "correctional centres" are more than 200% full and two - one in Thohoyandou and the other in Umtata - over 300% full. The report notes most heads of prisons could not supply accurate statistics

How Long Can Vavi Remain in Cosatu without Numsa
The Congress of South African Trade Unions (COSATU), the country’s largest trade federation in partnership with the ruling African National Congress (ANC), expelled its largest member, the National Union of Metalworkers of South Africa (NUMSA). Tensions within Cosatu came to a head when the federation’s leaders tried to oust General Secretary Zwelinzima Vavi in August 2013. They suspended him for having an extra-marital affair with an employee he hired and accused him of alleged misconduct related to the procurement of Cosatu’s headquarters. Vavi apologized for the affair, while denying any other wrongdoing. The High Court in Johannesburg overturned his suspension on April 4. The expulsion comes after NUMSA withdrew its support for the ANC four months before the 2014 national elections, in which the ANC won with a reduced majority of 62 percent. The 345,590-member Numsa failed to halt the expulsion through an interdict filed at the South Gauteng High Court on Oct. 31. Before his suspension, Vavi was a primary critic of President Jacob Zuma, while Cosatu's president Sdumo Dlamini was known for being pro-Zuma.

Paralystatals
According to an editorial in The Citizen, If Eskom was the only parastatal in crisis, that would be bad enough. Granted, it affects more people than the SA Post Office, which has ground to a halt. The SABC is also in a shambles, led by supporters of Jacob Zuma who lie about their qualifications. South African Airways (SAA) is the unprofitable national airline that relies on state funding. South Africa was again on the edge yesterday as Eskom tried to reassure customers about the power supply. South Africa’s power crisis has been cited as one of the most critical structural impediments to growth.

Halloween in South Africa - Trick or Treat?
Trick-or-treating is a customary practice for children on Halloween in many countries. Children in costumes travel from house to house in order to ask for treats such as candy (or, in some cultures, money) with the phrase "Trick or treat!" The "trick" is a (usually idle) threat to perform mischief on the homeowners or their property if no treat is given to them. The children in the cartoon is the Public Protector, Thuli Madonsela, NUMSA Secretary-General, Irwin Jim and Julius Malema, founder leader of EFF. All three have been making Jacob Zuma's life difficult.
