On April 6th, the BJP will celebrate its Foundation Day. This is an important occasion for all of us in the BJP to look back, look ahead and look within. As one of the Founders of the BJP, I deem it to be my duty to share my reflections with the people of India, and more specifically with the millions of workers of my Party, both of whom have indebted me with their affection and respect.

Before I share my thoughts, I take this opportunity to convey my most sincere gratitude to the people of Gandhinagar, who have elected me to the Lok Sabha six times since 1991. Their love and support has always overwhelmed me.

Serving the Motherland has been my passion and my mission ever since I joined the Rashtriya Swayamsevak Sangh (RSS) at the age of 14. My political life has been inseparably associated with my Party for nearly seven decades – first with the Bharatiya Jana Sangh, and later with the Bharatiya Janata Party and I have been a founding member of both. It has been my rare privilege to work closely with stalwarts like Pandit Deendayal Upadhyaya, Shri Atal Bihari Vajpayee and many other great, inspiring and self-less leaders.

The guiding principle of my life has been ‘Nation First, Party Next, Self Last.’And in all situations, I have tried to adhere to this principle and will continue to do so.

The essence of Indian democracy is respect for diversity and freedom of expression. Right from its inception, the BJP has never regarded those who disagree with us politically as our “enemies”, but only as our adversaries. Similarly, in our conception of Indian nationalism, we have never regarded those who disagree with us politically as “anti-national”. The party has been committed to freedom of choice of every citizen at personal as well as political level.

Defense of democracy and democratic traditions, both within the Party and in the larger national setting,has been the proud hallmark of the BJP. Therefore BJP has always been in the forefront of demanding protection of independence, integrity, fairness and robustness of all our democratic institutions, including the media. Electoral reforms, with special focus on transparency in political and electoral funding, which is so essential for a corruption-free polity, has been another priority for our Party.

In short, the triad of Satya (truth), Rashtra Nishtha (dedication to the Nation) and Loktantra (democracy, both within and outside the Party) guided the struggle-filled evolution of my Party.The sum total of all these values constitutes Sanskritik Rashtravad (Cultural Nationalism) and Su-Raj (good governance), to which my Party has always remained wedded. The heroic struggle against the Emergengy rule was precisely to uphold the above values.

It is my sincere desire that all of us should collectively strive to strengthen the democratic edifice of India. True, elections are a festival of democracy. But they are also an occasion for honest introspection by all the stakeholders in Indian democracy – political parties, mass media, authorities conducting the election process and, above all, the electorate.

इन दिनों गांधीनगर और अन्य स्थानों पर हम सांसद प्रत्येक परिवार हेतु शौचालय सुनिश्चित करने के अभियान में लगे हैं ताकि ‘खुले में शौच‘ से मुक्ति मिले। हिन्डॉल सेनगुप्ता की पुस्तक कहती है कि पब्लिक हेल्थ एसोसिएशन के मुताबिक मात्र आधे भारतीय ही शौच जाने के बाद अपने हाथ साबुन से साफ करते हैं।

 

सेनगुप्ता आगे जोड़ते हैं -इसलिए कुपोषण से लड़ने में खाद्य सुरक्षा विधेयक की तुलना में शौचालय की समस्या ज्यादा समय लगाएगा। इसे यदि संक्षेप में कहना हो तो-दस्त से मृत्यु।

और भारत में दस्त से ग्रस्त कितने बच्चे साबुन से हाथ धोते हैं? केवल 20 प्रतिशत शेष अपने हाथ साबुन से नहीं धोते-यह एक चीज आसानी  से उन्हें जीवित रख सकती है।

सन् 2013 के पहले 6 महीने में, भारत पत्रकारों के लिए विश्व में सर्वाधिक खतरनाक स्थान बन गया।

 

पहले स्थान पर सीरिया था जो बशहार-अल-असद के सरकारी बलों तथा विद्रोहियों के बीच छिड़े भीषण गृहयुध्द में फंसा है।

 

लंदन स्थित इंटरनेशनल न्यूज सेफ्टी इंस्टीटयूट के मुताबिक इस अवधि में सीरिया में आठ पत्रकार मारे गए जबकि भारत में 6।

छत्तीसगढ़ के एक पत्रकार नेमीचन्द जैन का गला रेंता गया और उसके पास एक ‘नोट‘ पड़ा था। जिसमें उन्हें पुलिस का मुखबिर करार दिया गया था।

 

एक बंगला समाचार पत्र के तीन कर्मचारी-एक प्रूफ रीडर, समाचार पत्र मैनेजर और एक ड्राइवर की हत्या की गई। बाद में समाचार पत्र के सम्पादक ने बताया कि दरअसल वह निशाने पर थे और उनके बदले यह लोग मारे गए।

यदि हम बाद के दो को छोड़ भी दें, तो शेष चार मामलों मेें समाचार पत्रों में काम करने वाले सीधे तौर पर लक्षित कर मारे गए। यह भारत को सोमालिया के समकक्ष खड़ा करता है जहां उसी अवधि में चार पत्रकार मारे गए और पाकिस्तान से एक स्थान नीचे, जहां पांच पत्रकार मारे गए।

 

यह पहला मौका नहीं है जब भारत पत्रकारों के लिए एक खराब स्थान सिध्द हुआ है। सन् 2010 में हम ऐसे शीर्ष पांच देशों में एक थे।

 

1977 में मोरारजी देसाई की सरकार में सूचना एवं प्रसारण मंत्री के रूप में मैंने अपने मंत्रालय में एक पूर्व सचिव की अध्यक्षता में एक विशेष समिति नियुक्त की जिसका काम प्रेस सेंसरशिप की आड़ में मीडिया पर की गई ज्यादतियों के बारे में एक श्वेतपत्र तैयार करना था। समिति ने रिकार्ड समय में अपना काम पूरा किया और मैं अगस्त, 1977 में श्वेतपत्र संसद में रख सका। तथ्य सबको चौंकाने वाले थे।

 

आपातकाल के दौरान 253 पत्रकार पकड़े गये। इनमें से 110 मीसा के तहत, 110 डा. आई. आर. और 33 अन्य कानूनों के तहत। बीबीसी के सर्वाधिक लोकप्रिय पत्रकार मार्क टुली सहित 29 विदेशी पत्रकारों का भारत में प्रवेश प्रतिबंधित था। सरकार ने 51  विदेशी पत्रकारों की मान्यता समाप्त कर दी थी और उनमें से सात को निष्कासित कर दिया था।

“How does it help if people are shitting in toilets rather than under the fine open skies listening to birds chirping?  The survey has an answer. Seems like if a gram panchayat has won the status of a Nirmal Gram Panchayat or a place where no one practices open defecation, cases of illness in those families fall from 0.26 to 0.17 or by 35 per cent. Also, 88 per cent of such households told the surveyors that their ‘general well being’ had improved and 96 per cent said that women in their household felt more secure.

 

In Gujarat these days in Gandhinagar and elsewhere, we MPs are carrying on a campaign to ensure that every household has a toilet and there is no ‘open defecation’. Hindol Sengupta’s book says that according to the Public Health Association, only about half of all Indians wash their hands with soap after defecation.

 

Sengupta adds: “Toilets, therefore, could perhaps go even much farther than the Food Security Bill, in seriously battling malnutrition.  To put it in a nutshell – death by diarrhoea

 

Do you know how many Indian children are underweight and malnourished?  The World Health Organisation says one of the main causes of malnutrition among kids under the age of five is diarrhoea.

 

Unicef India says just the act of washing hands with soap after visiting the washroom would bring down diarrhoea deaths in India by 40 per cent. At the moment, one in every four children dying of diarrhoea around the world (about 800,000 of them each year) comes from India.  So 25 per cent of all the children dying of diarrhoea around the world come from just our country.

 

And how many of the kids with diarrhoea in India are washing their hands with soap? Only 20 percent. The remaining do not wash their hands with soap – the one thing that could easily keep them alive.

The first was Syria, which is in the middle of a massive civil war between the government forces of Bashar al-Assad and rebels.

 

The London-based International News Safety Institute counted eight journalists dead in Syria during this period, while six were killed in India.

Nemi Chand Jain, journalist from Chhattisgarh, had his throat slit and a note left on him, which accused him of being a police informer.

 

Three employees of a Bengali newspaper ― a proof reader, the manager of the newspaper and a driver ― were murdered. Later the editor of the newspaper said that he was the target and instead these people were killed.

 

Two other journalists were killed in accidents.

 

Even if we discount the last two, in four cases people working in news were directly targeted and murdered. That would put India at the same level as Somalia ― at number four ― where four journalists were killed during the same time, and just below Pakistan where five died.

 

This is not the first time India has been one of the worst places in the world to be a journalist. We were among the top five even in 2010.

In 1977, as I&B Minister in Morarji Desai’s government I appointed a special committee, headed by a former Secretary in my ministry, to prepare a White Paper on the excesses committed on the media under cover of press censorship.  The committee completed its job in record time and I was able to table a White Paper in Parliament in August 1977.  The facts and figures that it revealed were shocking.

 

As many as 253 journalists were arrested during the Emergency.  Of these, 110 were arrested under MISA, 110 under DIR and 33 under other laws.  Entry into India was banned for 29 foreign journalists, which included Mark Tully, the highly popular BBC correspondent. The government disaccredited 51 foreign journalists and expelled seven of them.
