Actually, so many of the problems of World War 1 came from the expectation that it would be a short war: They had no prepared for the new weapons, they had no preparation for the supply line demands. Only Germany had heavy field artillery before WW1. And actually, Britain, twenty years before, had rejected the adoption of machine guns. Speed was the whole basis for the Schlieffen Plan.

Actually, when the war started each country, famously, thought the war wouldn’t last more than a few months. The top General have been quoted saying this, in fact. That was part of the surprise and disillusionment of World War 1. I don’t know where the author is pulling this from.
