Me: What does Phoenix generally look like?

She's an orphan who is actually a half-blood, but no one knows that because he parents died when she was very young. My problem is trying to figure out how the Ministry would have known that Veronica was a witch if no one knew her parents? Or maybe their files were lost and forgotten, and no one knows her real surname to dig into the atchives?

Me: People -or at least the Ministry- would need to know she is magical, so she can be accepted into Hogwarts. Assuming that they don't have special magical tabs on all witches and wizards, because I don't think they do, how else could they know Veronica is indeed a witch so she can get her acceptance letter? I'm thinking maybe when she had an incident that couldn't be explained they realized the child was a witch? Or maybe someone saw her and how she acted at times, and informed the Ministry there was a witch?

Or wait, now that I'm wondering, don't they have tabs on all witches and wizards? They must, or how would Muggle-borns be able to know other than when they got acceptance letters?

Phoenix is a tall girl with very red hair (usually in some sort of elaborate updo). Her eyes are wide and light blue and she's got a narrow, kind of foxy-looking face. She's fairly lean but not stick-thin, pale and without freckles.
