I think in some areas of the problem it is, but in some other areas it isn't and it isn't going to no matter how many times it's gone over.

Yeah I've been told that I'm almost done so hopefully that's true.

Me: Apparently, if you have a permit, it is legal to keep a raccoon as a pet in several parts of the U.S.
