Basic plot: children are born with different colors: red, green, blue, etc. This sort of determines their place in society, who they can marry (certain colors mix). Some of the characters hear of a far away city and try to reach it, but it is dangerous. They arrive to find a plaza with colored tiles. It turns out that the colors are actually people that have been "exported" (tricked) into leaving for a sort of promised land.

Robert Hyerle | 2 comments SOLVED! Thank you Juels. It is "Shades of Grey" by Jasper Fforde.

It's not people born with color, but color perception. I did not recognise the title during a google search, but then it is very hard to search when you include the keyword "color". Most results were for books about, or books written by people of color. Which is sort of funny here since Shades of Grey is largely about personal and institutionalised discrimination/race/castes .. but really the metaphor is color perception.
