Edit: after checking the Kirkus review, not enough fantasy in that so my guess is no.

The most useful Listopias for the purposes of this group are the ones created by members. For example, if it turns out you find no list for Flying Horses, you could create a list using all the books suggested in this thread.

The Island of the Grass King: The Further Adventures of Anatole
A child (boy?) is at grandmother's house. At one point in the beginning a barometer and possibly weathervane are talking to each other. Flying horse appears. Talking cat. Child goes on adventure to magical land with horse and cat. At one point there are the four winds (north, south, east and west) talking/ arguing. Possibly a princess towards the end.
I read it in mid to late 90's. my grandmother got it for me from the local library. Actually she checked out the audio cassette version.
I remember the cover of the audio version had the child riding the winged horse and the cat was also on the horse.
Please help!
