Structurile NKVD-ului au stat la baza acestui mecanism. NKVD-ul a făcut listele cu deportaţi ţinând cont de pregătirea şi activitatea capului familiei, de averea pe care o avea şi dacă a colaborat cu administraţia românească. Ordinele veneau de la Moscova, cei care le îndeplineau erau din Basarabia şi Bucovina de Nord.”
