I thought Emily was the one who kept taking and wearing Frances’s clothes. But at the end, it says something about Annie realizing after looking through Rose’s photo album that it was actually ROSE who wore them. What did I miss here? Was Annie erroneously looking at pictures of the three girls and thinking Rose was Emily? I know Rose had some of her clothes from the weed pulling day but I’m still confused.

It's just an illogical leap the author takes to tie the murder to Rose. The clothes don't actually matter since it's her dating Bill Leroy and having access to the car that matters. (So it really is just bad writing.)(less)
