I think "Percy" is actually short for "Percivale" (sp?) and I believe it's usually a man's name. Since Monty and Percy have grown up together, have gone swimming nude, and since the author never alludes to any kind of situation which might clue us in as to a reason why Percy is anything other than a boy/man, then Percy is male. Now, as to his location on the sexual spectrum, I think we'll learn more in further volumes.

"Percy" was a standard nickname for "Percival", which was traditionally a male name, harking back to an Arthurian knight and earlier.
The modern trend to randomly appropriate male names for girls did not exist in the 1720s (which the Author's Note establishes as the period of the novel), nor did names ending in Y particularly sound like girls' names to people of the time.
