185 Oh man, I just almost broke my brain coming up with this series name but I think you're looking for Abadazad #2: Inconceivable (Goodreads says this is book 2 but another source I'm checking says it's book 1, and has description of: "When Kate's little brother Matt goes missing, she learns that he is trapped in the world of Abadazad and she decides to go there to find him, even if it means never returning home."

185 You could try something like Books in Print - your public library may have a subscription to that database that you can access with your library card. But according to a quick google search, there were about 5,000 YA books published in 2009, so a comprehensive list of all YA published from 2000-2008 could have 40,000 titles!

Hang in there and keep bumping your book query on here every month or so. Some titles are found quickly, sometimes it takes years....

Ready-Made Family Ready-Made Family by Frances Salomon Murphy

The girl's name is HEDWIG. It's way older than 1991, but fits a lot of your details. One review even mentioned picnics by the lake.

There's also the Elizabeth Gail series by Hilda Stahl, which has a girl in a Christian foster family - just in case you were misremembering the source of the Hilda....
