I believe individual library systems have to purchase each title from Overdrive for their collections. All of the Overdrive catalog does not automagically appear (unlike Amazon.) Librarians more familiar with the inner workings of this from the other end are invited to explain, expound, expand, or correct.
So you'd have to request your library to get it, and then wait while it does. You won't find the title from those other vendors because we've only placed it on Overdrive, by way of experiment.
If you don't want to wait, or, y'know, want to keep the ebook longer than a couple of weeks, there's still Amazon. (And iTunes and Nook.)

For hoopla, as long as the library has hoopla, the ebook will generally be available for everyone without waits or holds.
I'm not sure about the other library resources mentioned.


I buy the new hardcovers from Bujold, Cherryh and Lee and Miller.
I read 150 to 200 books a year, so I try to borrow them.
