It was the time it took me to write the book, finish it, run it through its Analog serialization, and have it be fitted into Baen's publishing schedule.

Nope. I wrote the story in ~1986, quite independently of the genome project, which I did not hear about till many years later.
It was inherently obvious that genome project/s and everything that ensued (and much more) would have to have happened in the Vorkosiverse, for the VK world to have the biotech it does. Once people knew that genes were molecules, mapping them is the first step to all the next steps -- although not a turn of science that would have been practical before computers. Automated gene sequencing of course was developed for the genome project and related research, and from that, more accelerated development has spun out subsequently.
Back about then I recall some reviewer criticizing my VK biotech on the grounds that the sort of insta-science I was describing would take whole labs and thousands of man-hours. Now, I think I was too conservative in my projections.

The microelectronics revolution has taken everyone by surprise and it has not stopped yet. The lack of pocket computers in the Vorkosiverse is one of the things that makes it seem dated but It can't be retrofit now.
