This is Virtue and the Movement, from the first issue. She is amazing, and if you aren't reading this comic you should be!

Trying to get the mask right on paper.

The Making of Virtue
Virtue is an awesome character from the DC Comics book ‘The Movement’ by Gail Simone and Freddie Williams. This is how I came to cosplay her, the making of the costume, and the debut at San Diego Comic Con 2013. More photos and story are at my facebook page (cursed 10 photo per set limit!)
This costume was so hard for me because my disability has gotten worse and every moment of construction was a struggle, and I’d lost my job so had no extra money to buy anything. I had to use whatever I had in the house to make Virtue a reality. I want to redo the costume when things are better, but I’m so happy I was able to make it to San Diego Comic Con ^__^

This photo is a birthday present to me from the fabulous BATMAN artist, AL DAVISON, of Vengeance Moth, of course.
Not only is Al a phenomenal artist and writer, he’s had a life story that would curl your bones. He’s an amazing guy, a wonderful creator, and a dear friend.
He’s also a completely dangerous martial artist, despite a lifelong struggle with spina bifida. He learned all his various arts while in a wheelchair. He has spent a hugely generous amount of time helping me understand the use and function of the chair, how someone in a chair can fight, and also the emotional and physical toll of regaining even limited mobility. A lot of reference in Batgirl, Birds of Prey and the Movement comes directly from Al, who not only understands these issues, but also how to effectively use them in comics form.
I dearly love him, and MAN, do I love this drawing! THANK YOU, AL!

Sadly, they would not. DC does not accept unsolicited manuscripts.
You could show your concept art to an editor at a convention portfolio review, I imagine, but I think your likelihood of a positive result is tiny.
Almost no one breaks in to DC or Marvel with no former comics experience, particularly on a mini (which means it has to be sold to retailers based on SOMETHING and new creators have no name for the retailers to order by) or on a bat-related book (which is kind of Advanced Comics Writing as far as freelancers go).
Your best bet is to get some comics work published elsewhere and give that to editors. That has a decent chance of catching their attention.

The gamer community has made some significant strides in embracing LGBTQ relationships. Look at companies like Bioware (Mass Effect), Bethesda (Fallout, Skyrim), and Atlus (Shin Megami Tensei). Look at fighting games. At the same time, I would rather Lara
I don’t feel like heterosexuals are vastly under-represented, however. Do you?
