The tone for the book Flush is mischievous. It is mischievous because characters are hiding things from one another, they keep secrets and feelings to themselves. For example, Noah knows things about the boat and it faking it's dump-wasting. He knows and has proof that it's fake, but he won't tell the police this isformation, causing him to be mischevieous.

The main character, Noah, is a young boy who lives in Florida. His father, a man who believes in being a vigilante. A man who breaks the law to help other follow it. While his father is in prison, he is the man of the house and tries in ways to help his father. How father would like a man put away for dumping waste off of his casino boat into a harbor instead of putting it in a place for disposal.

Abbey, the main character's sister, is a minor character. She is younger, but she is treated with authority and Noah will ask for her help. They tell each other a lot and work together to help their parents stay together. Noah watches the father, and Abbey watches the mother.
