Yes, impulsive and indecisive. Also, my theory is that Madge's father is some sort of drug dealer or alternatively a drug addict. As mayor, he would certainly have access to those sorts of luxuries.

I vote drug addict. Being mayor can't be easy. He's basically just a go-between for the Capital and the people in his district, with no real power of his own iirc. Could explain why the rules in 12 are so lax too, until now anyway. Indecisive, impulsive and high drama make for questionable kissing decisions.

It's sort of strange for a politician to keep quiet and sheepish, though perhaps in this world they're nothing more than figureheads of bureaucrats. I figure that substance abuse might be something rampant in the district. Haymitch being another notable example.
Also, I agree. Katniss is already predisposed to bad decision-making and impulse. Add a new-found appreciation of kissing into mix, and you've got a recipe for disaster.

I never thought about that, probably true and that must be why the rules weren't so strict in 12 before

I've always seen Gale as Katniss's cousin lol, if only it's true that they were cousins. Gale probably like Katniss because she's brave, a hunter like him, and she's his childhood friend, so yes they like each other, but nothing more than friends. But Peeta show her what love actually means, stand up for each other, and I can see that Katniss feels safe when Peeta is around.

They're both from Seam families and so likely have some common ancestors. District 12 isn't so big that the gene pool would be adequately diversified. Plus, Katniss says they look alike:
"We do resemble each other, though, quite a bit. We have that Seam look. Dark straight hair, olive skin, gray eyes."Peeta, on the other hand, in addition to being a better match for her, would probably provide healthier children, given he's part of the merchant class in this kind of caste system.
I knew it! I knew they are somewhat related! Of course Katniss and Peeta will have healthy children, i bet Peeta is gonna be a great father too! But seriously tho, if Katniss and Gale ends up together, I'm gonna kill myself...
