The book is about a girl who is fostered to a heavy set lady who has a little boy of her own. The boy is described as skinny and somewhat slow. The girl starts interacting with a blind neighbor whom I think she steals some money to try and runaway.

It definitely fits as The Great Gilly Hopkins
by Katherine Paterson.
Gilly lived in many foster homes before she movd to one which had another foster child, a boy. The neighbour's blind.
