It definitely fits as The Great Gilly Hopkins
by Katherine Paterson.
Gilly lived in many foster homes before she movd to one which had another foster child, a boy. The neighbour's blind.
From a Google Books search:
Encyclopedia of Censorship - Page 428
Jonathon Green, Nicholas J. Karolides - 2009 -
"Gilly, the protagonist of The Great Gilly Hopkins, is intensely angry; this anger masks a deep hurt of abandonment by her mother and, subsequently, by the rejection of foster families she had trusted. ... Ok, sent off another pm to Miguel. Since it's been more than a year since Cheryl sent one, I'm moving this down to "possibly solved"
The book is about a girl who is fostered to a heavy set lady who has a little boy of her own. The boy is described as skinny and somewhat slow. The girl starts interacting with a blind neighbor whom I think she steals some money to try and runaway.
