It reminds me of What the Birds See, although there (let me put a spoiler tag, in case anyone wants to read that book...) (view spoiler) if I remember correctly.
I think this is by Sonya Hartnett, "Of A Boy", Australian writer. Published as "What the Birds See" in the UK.
That was the book that I had thought it might be in th back of my mind. I have tried the first chapter online (I had thought the pool bit was in the first chapter, but it doesn't seem to be), but haven't got a copy yet. I'll get onto it :).

I believe the book started (?) with an account of a child (boy?) climbing a fence around a public pool and getting under the pool cover to swim. He drowns and I think the POV of the book was from another child a year or so later.
I can't remember if it's a short story or a full story. It could be Australian and it could be around the time Libby Gleeson wrote.
