The cat is magic or the protagonist is magic, I can't remember which. But the cat spoke not-human languages, it spoke a cat language (apparently everything had it's own languages, even lettuce, if I remember correctly?) that sounded a lot like hissing or purring. It was written out with a lot of "h"s and "s"s.

It's about a group of cats that are wizards (many different species in the world (and other worlds) include Wizards - Duane has a whole series about young human Wizards). They speak a language called Ailurin. Typical words in it do have a lot of h's and s's - houff, for example means dog, and sth'heih means tomcat.

Could also be 'Wizard's Holiday' which is one of Diane Duane's 'Young Wizards' books (the same universe as the cat books). One of the cat wizards Urruah makes an appearance in that book, and it also has a passage that mentions lettuce can talk (a wizard girl Nita is explaining this to her father)
