No, you're okay, I was just unsure of what the question was exactly. As a normal person, no. They cannot walk outside the council room and make decisions or order people around unless there is immediate danger.

Yes, because all decisions are a group effort. They would obviously be recognized and respected but they are not going to order people around.

Gang members use any type of magic, as anyone can use any if they practice it and such, but they're more volatile with it. Creative, dangerous, they make anything they use wild and unpredictable.
would it be alright if my runalithe navigator was like a quarter voxthain (ie one of her grandparents was from voxthain)? i understand if not.

You can do that! We want the Runalithians to be from Runalithe and not have a bunch of crossover, because they're fundamentally different, but if it's just a mention in your navigator's history or whatnot, that's perfectly fine. :D

it takes some learning, but it'll be easy as pie soon! just keep trying. if you're using an image straight off of google, try to instead go to the actual website and right click and copy image address from there
