Is it print on demand? It says paperback. Is it PDF, paperback, or both?How is it available / distributed? This question needs an answer regardless of format. The answer may determine validity.
PDFs can be valid but more information is needed.

Based on the author's answers here it more seems like the only way I can read it is just write him and he will send the pdf)

I read that discussion. For me it raised questions rather than providing answers.
Like you I am unsure this is a book by Goodreads standards. Author offering the book is another problem as it could be viewed as self-promotion.
ETA: Do they understand that Goodreads database is list of books, not a catalog of books for sale nor books available here to read?
Yeah, the same thing, author's answers causing more and more questions) But it anyway seems to me that this is not a real book so it does not match the GR standards. But I am new here so not sure I can do anything with it.And agree with you, some people think this is a catalog)

Sorry, guess I wasn't as clear as I could have been. I meant book database on Goodreads is not limited to books that are currently for sale.

The author sending you a PDF *is* published. Goodreads restricts some such publications if you have to sign up for a newsletter or the publication is hidden in some other way.
If the only way to get the book is by contacting the author directly, I'd say it should not be added to the database.See Rivka's message here:

While reading the 'adding books' section a question appeared about one of the author and his book.

Seems like this book does not have isbn and was not published anywhere. And was added by the author himself.
Is it a valid record at all? Based on the author's answers it seems like this books is only a pdf but I am not sure. Though I cannot find any information about it.
