Written in the past 20-25 years, middle grade or elementary fiction. There is a neighborhood where we find out all the children living there are children of criminals. We find out later that the whole neighborhood was an illegal social experiment to see if kids grow up in "perfect" suburbia, would they also grow up to be criminals? In the end, the main characters escape the neighborhood.
