Children’s Picture Book where a bunch of animals are warning each other that a big boss is coming, but it ends up being a small mouse. Read late 1990s/early 2000s?

It was read possibly in the late 90s/early 2000s. They’re animals in the forest and they hear a rumor that a big scary boss is coming and they pass that on to each other as the story goes on. At the end, they find out that the “big, scary” boss is actually just a mouse.
