SOLVED. Juvenile fiction book about supernatural children running from government scientists. [s]

I read this book around 2014 and I know there are a t least two books in the series. It's about these children being pursued by government or scientists.
They’re got some sort of superpowers.

At one point someone drops some action figures into uncured concrete and one of the people that are being chased has a breakdown because he knows the toys are stuck in the concrete but he cant get to them.

Another thing I remember is one of the people with powers gives himself away because he gets out of the way of a car before it hits him but he moved too early cause he can see into the future or something
