I read the book around 2004-2007 I would say, but that date for be a little off.
I've been dying to remember the name of this book. I don't remember the entire back story, but the main character and her mother have the ability to force people to tell the truth (I believe... They could force them to do... Something, but I'm 99.99% positive it's the truth). If I recall correctly, they have weird looking eyes and must make eye contact for this to happen. I wanna say the eyes are like snake scales, but I honestly can't remember if that was in the book or what I imagined/drew for myself when I was a child reading the book.
I believe the book might have been a part of the series, and that the mother was kidnapped/arrested/otherwise stolen, and that the daughter goes in some quest to find her. She might have hooked up with a male friend, but I'm uncertain.
The book doesn't have a modern setting. It seems to be the middle ages, or that kind of feel.
I would love to read this again. Thanks in advance for your help!
