I'm not sure if you're still looking for this, Tessa, but it sounds like Hinder by Kristin Ping, the first book in the Guardian of Monsters series.Ethan Sutcliff seems like a normal seventeen-year-old—at least that’s what he’s trying to portray. In a secret society run by the Supernaturals, Ethan is what witches call a Bender. Benders are Witches’ Guardians, who are able to control a witches’ ability, bend it, or move it away from harming humans. In Ethan’s case, he is able to bend the Earth element. But at the age of fifteen, he lost all connection to it, and the reasons behind it could only mean one of two things: His Wielder is either dead, or hiding out somewhere.
Alex Burgendorf has been living in her aunt’s locket for the past sixteen years with her mother—a Fire Wielder, and her father—a Water Wielder. For sixteen years, her parents vowed to protect her, and they have, as she is the last Earth wielding witch. However, time is running out. Alex must find her Bender, or the fate of the Supernaturals might be at stake.

In the book the people with magic are either some kind of ward/guardian(/some word of that sort), that possesses a certain element OR someone who somehow has magic/ an element, but can't control it themselves (? not very clear on that). When the first kind are young they can manipulate their element, but when they are teenagers they lose that ability and are paired up with one of the other kind, who then can provide the element for them to control. They train together in some kind of school.
I don't think the following will be spoilers, since I only read the preview, but stop here, if you want to be cautious.
So, theres a boy who has the element earth ( I think it was rare) and who/ whose family was hunted for some reason. When he was young he accidentally let a sapling in the backyard grow into a big tree and someone found out, so they were attacked. One of his parents (I think the mother) stayed back and probably died, while the others fled. When he's older he's in that school, without a partner and has a weird dream about a girl and an invisible familiar (wolf-like? belonging to the family for generations) in a creepy foggy forest with some kind of mansion. Turns out she's also someone rare, hidden away by her family in a mansion that is in the pendant on the necklace of a relative (I think it was her aunt maybe). She is then old enough and showcased together with other important people at a big event in that school, to find a magic partner, which I suppose is the aforementioned earth boy.
All my info is blurry and only from the preview (which is 10% in the book or something). I recently remembered it, but the title/author are lost to me. I searched my kindle library and Amazon, but can't seem to find it.
