Sci-Fi/Fantasy (possibly YA?) about a boy who was trained to control time with his mind.

The way the characters control time reminded me of Terry Pratchett's History Monks, (how they can slice/slow time) but it doesn't seem to be one of his books. The MC is traveling across the world to fight something or save something?
I clearly remember just one scene - the main character finds his romantic interest and slows down their personal time to a fraction of its normal speed. After he comes back to the normal time stream, it turns out he'd kept them there for many years, possibly generations. The people living nearby had been watching them and they had become part of the local folklore.

Sounds like Treason/A Planet Called Treason by Orson Scott Card (there are two versions, he edited it significantly and republished it).
