The Boy Who Harnessed the Wind: Creating Currents of Electricity and Hope by William Kamkwamba
This book fits both options 1 & 2. William Kamkwamba, the author of the book, who is also the main character, learns how to build windmills and other devices by self-learning while he's out of school due to poverty. The library plays a huge role in helping him gain his knowledge, as that is where he goes to find books that give him all sorts of ideas on what to build and how to build them. Without the library, William would have been just another ordinary school dropout from Malawi.
