How about Patricia McKillip? One of her wizards has to master a tower. I think it was The Tower of Stony Wood based on the plot summaries I've just looked up, though if I were going from memory I would've said The Bards Of Bone Plain.
Hmm, if your memory is a little vague, it could be The Knight in Rusty Armor by Robert Fisher. Instead of towers, the knight travels up a path with successive castles and he has to advance through the rooms of each one. I think the second castle, the Castle of Knowledge, has a room where he stares at the wall, and when he learns something new a light comes on in a different section of the castle and he can proceed.
Sorry, I can't figure how to link it. Could it be A Wizard of Earthsea by Ursula K. LeGuin? There is one part where he is learning in a tower.

I think I recall the same book and have being looking for it too.Was the magic of this tower more about the mind then spells? I think he floats through the ceiling of one floor of the tower to the other.
I think he then goes on to learn magic in different countries, eventually learning some kind of dragon magic?
If this is the same book I recall this Mage being a bad guy. The hero was a soldier fighting in some kind of army and there were dragons.
I know this all sounds a bit Dragonlance, Riftwar, D&D etc but it wasn't from my memory.

Couldn't be either one. In the very first post, he said it was published in the early 80s. Mister Monday was published in 2003 and The Fall (Seventh Tower #1) was published in 2000.

This sounds like it might be Sufficiently Advanced Magic but I think the publication date rules it out.

Yeah, I'm pretty sure the ..." Yes. I couldn't tell if it was a republished fantasy book or a new one from the copy I had available.
I still think this is a misremembered reading of the Dragonlance books. Pretty much every element that he recalls is from Raistlin's experiences in the Tower and afterward.
