I read this in the early 2000s. It was probably at YA fantasy, but I don't remember. It was about a girl who takes a boat to some uncivilized world kind of like colonialism and she's part of this group of humans setting up camp there or something and there are dragons who communicate telepathically(?). She befriends one. I think eventually that dragon turns into a man? It might have been a series?

Song in the Silence?The humans go mining for some metal, possibly gold. Dragons don't understand that the humans want the gold. The dragons use it as beds. Heroine and Leader of the dragons become friends, fall in love. Dragon turns human. Has to learn how to be human.
The details the OP provided actually are not a good match for any of the Pern books. Certainly not the turning human part.
