SOLVED: Children's book: Vampire parents get speeding ticket /s

I only remember the very beginning of the book, but it has been bugging me for a while, so I was hoping someone out there might be able to help. Everything I read in elementary/middle school is kind of a blur to me now, so all I can say is I probably read it sometime around 2000, give or take a few years. I think I remember it as being more of a children's book, though.

So this is what I remember: Vampire parents are driving along a country road in the middle of the night at 80/90 mph. They're stopped by a policeman, who informs them that the speed limit is 55 mph, and the vampires argue that they didn't see any signs.

Possibly from the same book, but who knows, really?: The main character is a human kid, adopted by the vampires. There is something about the kid never realizing that there was anything at all strange about parents only coming out at night and drinking blood (from a blood bank, of course). And... The vampires might have been blue. The cover illustration might also have been of blue vampires. But that might also be me inventing details because it is the middle of the night and I want to remember.

All that might all be from the same book, or it could be a couple of different books. But perhaps someone will recognize it, and then I will have one less thing to worry about.

That definitely looks like what I was remembering in the second part, so now to just go to my library and double check that I was actually remembering things from the same book. (The cover and author definitely seem familiar, but I have absolutely no recollection of the title.) I'll get back in a couple of days.
