That could be Nicola Bayley, I read her Animal Cat series as a little girl and it is about different cats imagining that they are other animals. I don't recall the book you describe but perhaps she is the author.
A book with a similar theme is Where's Willie - I don't think this is your book though, as Willie the kitten explores more everyday places like mailbags and laundry bags.

There was a book I read to my children which was called 'The Outside Cat' It could possibly be the one.

Cassandra--where were you when you read this? With your use of "ginger" for a colour, I'm thinking, not the U.S.

This sounds familiar... In the meanwhile, here's a book with a similar theme that's nicely illustrated: Meerkat Mail by Emily Gravett.
