SOLVED. YA Dystopian with special masks [s]

I read it a few years ago so it was probably published after 2006. its a dystopian society divided into rich and poor. The air quality is extremely bad and the only way people can go outside is if they were these special porcelain masks that have some type of filtration system in it. The main charters were a rich girl ( I think her father was the one who created the masks) and poor boy who takes care of his little brother and sister. I only really remember one scene. The brother and sister never go outside because they don't have masks that fit them, the rich girl bring the little girl a mask for her birthday or something ( I think it was one she had when she was little), they go outside to play and the ask ended up getting broken. I also remember a brief flash of the Main girl getting chased and she ends up in the boys house which is the top floor of an old building that is falling apart.

It sounds similar to Masque of the Red Death. Is that right?

It sounds like Breathe to me but this one was published in 2012 so maybe not.
